Can a carrier be ordered to deliver in a personal vehicle on a route with an assigned govt. vehicle

I'm in a one route office which means we only have one vehicle. No spares. There's a vehicle shortage in neighboring offices as well. I was asking what happens if the vehicle doesn't start for whatever reason and there is no spare vehicle. I was told if worse comes to worse I have to deliver the mail in my personal car because the mail had to be delivered one way or the other but I don't carry the special insurance required to use my car for commercial/work purpose. I was told I should get that insurance but I'm pretty sure I can't be required to deliver in my car if my route is assigned a vehicle. Plus my car is a lease so I also believe it may be against the lease terms as well. PM says if i am given a direct order to follow the order and grieve later. What is the correct thing to do in the scenario as I want to be prepared when the day comes.
