As an RCA if cover the route I am the primary sub on can I be force to run another route in the same day? Please point me in the right direction with the contract.

Can't cite contract but have seen it done. Cover primary first easy peasy. No jack rabbiting. When you return to office case and run 2nd is the correct guideline. Hourly for 2nd run. Why wasn't it spilt with other RCA'S in house for the day or run off the matrix if applicable?

A good scare tactic to get management head spinning is to state you are concerned about last dispatch. What is their plan? Sometimes they will case and parcel mark for you. If someone besides another RCA or management cases in this situation file for crossing crafts and get paid. Don't forget to request 4003 if it's a new route you never covered. This sometimes can take another 15 min off your 2nd run because they are busy answering the phone from a customer or on a personal call.

They can work you up to 10 or is it now 12? hrs per day. Take all available breaks. 1/2 hr lunch etc. Let management worry about mail to the plant.

Basically the answer is yes, as I see it. It doesn't matter what's in the contract or MOUs or anything else. The Union position is "Do what management tells you and then grieve it."

You are not supposed to be worked more than 12 evaluated hours per day.

I will point you in the right direction in a few, unless someone who has quicker fingers does in the meantime...

ELM 432.32 Maximum Hours Allowed

Except as designated in labor agreements for bargaining unit employees or in emergency situations as determined by the postmaster general (or designee), employees may not be required to work more than 12 hours in 1 service day. In addition, the total hours of daily service, including scheduled workhours, overtime, and mealtime, may not be extended over a period longer than 12 consecutive hours. Postmasters and exempt employees are excluded from these provisions

So basically 11.5 work hours plus .5 lunch for a total of 12.

There is a lot of people a say they can schedule you for up to 12 hours evaluated, and that is correct. But they can only require you to work 11.5. So a 40K and a 4.0 aux may evaluation at 12.0, but on a day after a holiday like the recent Memorial Day most would be lucky to run the 40K in 11.5 hours.

rca1616 -- "As an RCA if cover the route I am the primary sub on can I be force to run another route in the same day.."

-- It depends! Not what you wanted to hear. Step 4 ( R-96 ): in part, However, except in emergency situations, management must not schedule a leave replacement to serve on two full assignments or one full assignment and one or more partial assignments in a single day, if the evaluations of these assignments total twelve hours or more.

-- Problem areas:

a. "emergency" situations are ill defined, at best. ( rural carriers seldom see a situation as an emergency which manglement seems to think is one )

b. just because the evaluated times must be under 12 hours, the actual work time may be more than 12 hours.

c. Article 3 ( Management Rights -- aka carte blanche ) of the current contract, section f: to take whatever actions may be necessary to carry out its mission in emergency situations; i.e. an unforeseen circumstance or a combination of circumstances which calls for immediate action in a situation which is not expected to be of a recurring nature. ( such as manglement not scheduling a route to be covered or one supervisor not telling another supervisor about an approved leave, for instance. As a former Assistant State Steward used to tell us: manglement has the right to mis-manage, and they seem to take every opportunity to do so. )

-- NRLCA's mantra has been and is: obey manglement's orders / directives, then file a grievance after the deed is done.

-- You didn't specify what the second route was. A full route or an AUX or part of a full route.

-- Back in the better days of the USPS, subs in our office would carry their primary route as well as their AUX in the same day and most situations were pushing the 12 hour limit.

There are two ways to play it though. One, you can case and finish both routes before dispatch you will be paid for both routes evaluation time. I use to do it every Saturday as a Sub, would get paid for 18 hours and work only 9. Or two, just slow down. Take all evaluated time to finish your first route and then inform management that the second route will take as long as is evaluated. I personally loved the money but some people hate being abused in such a way. The choice is yours, but I promise management changes their tune when they have to drive mail to whatever office the truck goes to from you coming back after dispatch, usually at least an hour away. So just remember they can make you do it, but they can't make you do it in less time than both routes are evaluated for.
