Carrier to clerk transition

A PTF clerk position will be opening soon in our office. Can a PTF carrier bid on that job? If so, would they basically be relinquishing their place in line for the next route that would become available, or can they jump back to carrier when they know a route would be opening up? PTF is currently senior sub.

PTF Carrier can not bid on PTF Clerk position. Different craft and different seniority. If no one is available to bid on it, manglement may have to open it to District postings. You would have to resign your position, get hired as Clerk craft in order to bid for that position.

Interesting. PTF is thinking it's a do-able thing. Technically, they COULD apply for the job, but they would have to resign as a carrier first, correct?

Totally NOT do-able!

Like BRS65 said it's a different craft and rurals can NOT transfer into the other crafts just as members of the other crafts are NOT able to transfer into the rural craft.

If that rural PTF wants to try and get hired as a PSE somewhere then maybe the next time a PTF clerk job comes up they'll be able to bid it.

There's really nothing for the PTF to apply for unless as was pointed out, the job goes unfilled. In that case then Mgmt. may get permission to hire but I believe anybody entering the clerk craft starts out as a PSE.

We had an RCA xfer to the Clerk side.

He made a deal with PM that he could go straight from RCA on Friday to PSE on Saturday.

All was fine and dandy for a few weeks, but lo and behold, he had to 'quit' for five days as an RCA and then get re-hired back on as a PSE.

Which was a scary proposition for him, waiting for them to hire someone else into the spot instead of re-hiring him as promised.

He does like it a lot more on the PSE side, says it is way less stressful and to pretty much know your schedule for the week is absolutely amazing to him!

he was low on the RCA totem pole so did not lose much seniority, didn't care as he wanted more stability and more hours and is getting that on the clerk side.

So bottom line is, talk to your hiring supervisor, if they will hire you on, then work out the details, but know you will have to 'quit' to get the PSE job.

Good luck in your decision.

My last day as an RCA is tomorrow. I'm xfering to a PSE position in another office. It can be done but you have to apply like all other Joe's off the street.

Like said above, you are given a 5 day grace period, but as a PSE, you'll take a pay cut too. Just be aware, if you fail the 421 exam, you are out of a job, and cannot re-apply for 6 months, unless under certain conditions you can file a grievance and retest.

If you know the position will be opening, I personally would resign then apply.

The test can be taken while employed as an RCA. If you fail then, you're still an RCA. We have an RCA that took the test wanting to go to a nearby office. They even bragged about the possibility like they 'had it in the bag'. They tested but it seems it didn't work out the way they wanted since that RCA is still here. ?
