I don’t understand, because I thought the more volume an office has, the more routes it has, and the more the PM gets paid. What incentive does the PM have to hide things during a count? Why does the PM want the carriers to do free work? Does the district give them incentives to make carriers work for free?

If some one wanted to set up such a system that person would pay for results only. How the result was achieved would be left unquestioned. Then if the means of achieving that result was illegal the person paying the service will claim they were not aware and did not condone the means by which the result was achieved.

I'm no expert. So anyone, please correct me.
A past PM told me that the level of the office was determined by the number of deliveries and postage revenue into that office ( bulk mailings, counter sales, pickups).

Well, my thoughts on this are.... the last contract said they would discuss how to evaluate routes in lieu of mailcounts, since we're really not having mailcounts now....

So how is this gonna work, in practice???? What I see is.... they'll ignore routes and situations that should have their evaluations increased.... while at the same time looking for opportunities to reduce evaluations on other routes.... and reading on this forum, that seems to be what is happening....

The best way to not catch the Postal Service cheating Rural Carriers is don't look, cheating reaches a pinnacle during mail counts; but we get cheated everyday and in everyway. Help me count the ways, I will start, by not paying the raises timely after the Contract was signed in August.

If you contact human resources you should be able to be put in contact with the election mail manager in your area. Make the complaint to them, however it is kinda late now.

I didn't know that was possible.
Those who went up 3-4 hours because of DPS reviews should make a note of that.

That makes total sense. But if there are few carriers and a lot of revenue, how do they think that happens? Apparently, magic. When we had Amazon, our management expected magic to happen every day. Funny because now that Amazon left, the routes are probably a little under-burdened. Now management just thinks that we all just want to go home early, whereas before, we were all just trying to milk hours and take our sweet time.
Did I mention that Amazon was a nightmare? I honestly don’t know how I did it. A fellow rca from another office told me I was lucky for being the senior rca. I told them there is a reason I’m the senior: because nobody could or would do it. It was brutal.

The revenue is not from mail that is delivered by the office. The revenue is mail(postage) accepted by that office.
2 Offices that I know of, that are the same level office.
Office 1 has 10 routes.
Office 2 has 0 routes. Just PO boxes. Office 2 receives quite a few bulk mailings. Those bulk mailings are then sent to the plant to be distributed to other offices.

I found that during a mail count the NRLCA visited the processing plants to identify mail that was in a delay status. The visits were timed to be at the start of the mail count and the last day of the mail count. The NRLCA Rep never had an issue at the start of the count when mail was delayed, because that was normal in some districts. If there was delayed mail coming out of the mail count the NRLCA would be phoning the district reps asking for piece counts and units effected. It is always an issue, if the direct drop shipment can not get the mail to the units timely year long, why would it be diffenerent during a mail count?

It seems the processing plants have plenty of time to turn out pristine DPS during mail counts delayed mail or not.
