Is this apartment a CBU or CENT? If so when you put dismount distance and all that goodie in, I believe there is an area to mark that you have a collection compartment. I don't know if it matters that is it approved or not. If that is the case, I would tell management to get an approved box there, and I bet money if you do that they will change mind rather quickly.
Who actually owns the boxes to which you deliver ? Is it the complex or the PO ? You could always ask your management what would occur if you just "ignored" those collection boxes and allowed the outgoing mail to accumulate. Here is some info on the matter. You'll note that at the very beginning , it states
D041 describes the standards for letterboxes or other receptacles for the deposit or receipt of mail. It also contains the standards for curbside mailboxes.
