Contractor using Government Vehicle

Hey there. I was hoping someone could give me some direction on what to do to report an issue in my office. Our MPOO ordered our PM to send one of our LLVs to another station for a contractor to use on a POV route. How do I report this? I've experienced this in our district before and reported it to the OIG with no recourse. My union hasn't been any help either because the carriers are being compensated for waiting (I've made sure of that) and its basically a non issue to them. Is there anything I can do to get our vehicle back and get these guys to stop treating the contractors better than our own employees?

Your position on the issue is correct.

However, in this case I think you are spiting against the wind. To have Management and the union angry at you for the mild slap on the wrist they may get at worst may not be worth it.

We need new ways to fight.

I just would like my fellow carriers to not have to wait on vehicles or be asked to take out vehicles that are barely functional instead of having our vehicle be used by a non-employee... it is crazy how they treat the contractors better than us.

They have also sent Subs home because we do not have enough vehicles but then again RCAs are required to have thier own vehicles so thats not a stick I can throw in the fight.

Contractors are required in their contract to provide their own vehicle just as RCA's are. Disparate treatment comes to mind, maybe mention it to the DR. Maybe also contact OIG for irresponsible handling of Postal funds by the postmaster.

You have contacted the Inspector General. The Postal Service officially does not care. take your LLV home to help with yard work Sunday expect to loose your job. The Mpoo was likely contacted and said everything is OK.

Your Postmaster likely is not happy about giving away the vehicle.

You may try taking it to a higher level in the union. If the contractors can't maintain the route there is a chance it could provide another Rural Carrier position. Assuming other factors are correct.

Keep in mind the other people impacted by this situation may file grievances too. Do they have the time and energy to use a vacation day to take someone else substitute when they want one? A major reason why the union does not show up is because its representatives are left on their own in this type of fight. They can't get people to file grievances or document the situation.

If you still want to fight move up the union ranks to see if you may find someone who wants this fight.

Yes. I actually mentioned that to my DR as well and ge still kind of shrugged it off. He told me to go the route of safety and file a 1767, which I did. They are bringing the LLV back so I guess there is that but this is the second time I've brought up the safety and ethical violations regarding this so it seems to be becoming a habit in my office.

Thanks for that. The PM actually indulged the info to me hoping I could do something about it. So thats what I was hoping to do. We got our vehicle back after I filed rhe 1767 so maybe it lit a fire under someone up there, likely safety.

This is the second time this has happened in my office so I'd like it to stop now. Why would anyone want to apply when you can become a contractor do a half assed job, use an LLV and not even have to pay for gas?

There is also the issue of whether the contract carrier has been trained on the LLV. The liability is bad enough when a carrier WHO IS certified on LLV / Govt. Vehicle/ right hand drive is involved in an incident let alone a carrier who IS NOT.
They don't even train them to carry the mail, there's no way they'd train them in an LLV.
