No, this is wrong on soooo many levels! Did mgmt deny in a timely manner (3 days typically)? RCAs are not for covering other crafts vacations! Unless a sub asked off (i.e. Sick or Dr appt) OR are working a route, they are "available"! Contact your DR/ADR and file a grievance!

Thanks, that's what I thought,,  we have not had a supervisor in about 10 months, never have had enough rcas and no extra clerks, but he won't hire anyone.  But said I would not get any approved leave. I put in for 2 days and was denied.  Clerks are always off with rcas taking their place.

Sounds like she's a regular and I'm trying to move post to general discussion, but it won't take right now.

Please let your ADR/DR know about the crossing crafts situation, missbittycat.  And file a grievance for the denied leave.  Covering clerk or city crafts is. not. an. emergency.

I tried to change this to general discussion and could not, sorry, but I am an rca and run an aux 6 days a week.  We had a great sub in our office, the clerk doing the supervisor job made him do a 9 hr K and a 4 1/2hr aux route and  2 hours of another route one heavy package Saturday a few weeks ago.  He quit, now being told no one will be coming to train at our office, the other regular at my office had his aunt die last week and they would not get him a sub to go to the funeral  :-|

missbittycat -- " now being told no one will be coming to train at our office,"

-- sounds as if District is sending a not so subtle message to manglement in your office that the clerk's questionable scheduling abilities is going to cause the office to pay a big penalty of not getting subs.

"the other regular at my office had his aunt die last week and they would not get him a sub to go to the funeral "

--  In view of that, no doubt "the word" will soon get out among the rural community that your office is one to avoid at all costs.

--  BTW -- hold on to those denied leave slips -- just in case you need some documentation later in next year.

--  As others have posted contact your Assistant District Representative about the crossing of craft work.  In might get over looked in a small office, but in the case of your office, manglement needs to be placed in the spot light.

missbittycat: In your original post you state that 4 RCA's are not working yet your request to use annual was denied. You should have grieved that as soon as it happened.  The contract is very clear on this,  rural carriers shall be granted leave according to their wishes providing a leave replacement is available. For this the contract does not stipulate whether it's a regular requesting leave or an RCA in leave earning status. Your steward or the ADR should be able to straiten this out with Mgmt.

How far ahead did you request the leave? IIRC if its 4 months or more ahead of time it must be given. Might be the same reason why a PTF position is created if management can not find a sub within 120 days for a regular who requests one.
