On Monday the driver dropped my A DPS tray, the clerk counted all the letters assuming it was raw mail. The postmaster later decided it wasn’t raw since it was DPS that was dropped and not actual raw letters. Where can I find an answer as to whether it should be counted as raw letters or not?
