Duty of fair representation

How do I go above my assistant district rep's head for not representing me properly and for speaking to management behind my back about me? This rep has been an issue for me for years and ive tried other avenues with no answers. Even the district rep will not get back to me regarding it.

Email your district representative, asking for a response from him/her or you have no other choice but to file a a National LABOR charge against your assistant district representative.
