Formula Recalculation Question?

We are recalculating the Formula for our office. We have 5 J routes and 49 K routes. Do the J routes get included in the recalculation formula? Management says yes, union says no. Please help!

-- How long has your office been "formula"?

-- Did the office actually meet the criteria for implementing the "formula" in the first place? ( your Assistant District Representative may want to check that paper work! )

-- From Step 4 ( P-115 ) -- The formula may not be implemented until an office has met three criteria:

- there must be a shortage of leave replacements
- regular carriers are working their relief days on more than an infrequent basis
- the office has been unsuccessful in its hiring efforts. offices MUST HAVE made a reasonable effort to obtain RCAs to fill leave replacement vacancies

-- Please note: "infrequent" and "reasonable effort" are not really defined!

-- Manglement has to prove a minimum of 3 items were used in their hiring "efforts" from Section 223 of the EL-312 Handbook ( Employment and Placement )

-- From the contract: having documentation of hiring efforts consisting of a minimum of four hiring lists within the last 6 months.

-- A couple more "goodies" from Step 4 ( P-115 ):

- once an office has implemented the formula and reassigned relief days, there may be a need to recalculate the formula. If the recalculation results in the availability of an additional Saturday relief day, the reassignment MUST be completed within 30 days of the recalculation.

- if the formula is being recalculated due to an increase in the number of leave replacements ( RCAs have been hired ), the recalculation WILL NOT BE DONE until the newly hired employee has completed basic orientation and training, including on-the-job training.

Thank you for rhe responses! Formula is being recalculated because we lost a sub to becoming a regular carrier. Management is saying we have not maximized the non Saturdays evenly throughout the week. Recalculation says based on 10 subs is minimum 3 Saturday relief days (Is that J or K Saturdays can it be just J routes, we already have 5 J routes) and maximum non Saturdays is 50. We currently only have 38. So currently 9 K Saturdays and 5 J Saturdays. That is a total of 14 Saturday relief days. We have 3 K Saturday routes in which the carriers are near the bottom in seniority due to senior carriers retiring. Can they be moved to non Saturdays to evenly spread the days out as long as there are no more single non Saturdays than Saturday relief days? Currently there are 6 Mondays, 8 Tuesdays, 8 Wednesdays, 8 Thursdays, 9 Fridays and 14 Saturdays if you include J routes.

We have been Formula since 2002. Our DR is saying J routes are not included in the Formula recalculation.

J-routes are included in Calculation to determine how many K-routes can be assigned Weekday Relief Days. That is the only part that J-routes play. The end product is the Maximum number of K-routes for Weekday.
To find out how many Saturdays are allowed, simply subtract the end product from the number of K-routes & that gives you how many K-routes must be assigned to Saturday.

It states regular routes authorized a relief day. J routes have a relief day. They are included.
