Sorry if this is in the wrong place. I am an RCA, but I am assigned to an aux route as a 6/0, R2. Aux route was created in June, prior to that I was the sub for R1, the regular route.

I work out of a small town office in rural Northern New England. There is only one other route in the office (R1 is a reg route, R2 is the aux). Going back a year ago, I was a hard working RCA, filling in to other offices and going to my own when needed. I did my best, made sure to at least case everything for the regular (I only left things for fear of not making dispatch). I liked my job and felt like a valuable team member. I had an AWESOME PM but she retired in June, just before the aux route was finalized.

First and foremost, the current OIC started in July. He dragged his feet on assigning me to the aux route because he wanted to be able to force me onto R1 at his leisure. I finally had to call our ADR before the OIC finally got it through. I have been told my 90 days will be retroactively applied to when I first started running the aux daily, in June, but I am not holding my breath. Also, in July, they tried to force me to work in a hostile office (I posted here about it). I had to miss 4 days of work due to anxiety. Prior to that, I never once missed a day of work. Anyway, what I am leading to here is that my office went from being a great place to work to shit. On top of that, both routes are seriously under evaluated. We didn't qualify, for some insane reason, for the September count. This is despite the fact that my aux route has parts that have never, ever been counted because delivery was just opened up to them within the last year!

Reg is having trouble with eval (surprise, his eval says he averages 68 parcels but it typically gets over 100, many huge one from Amazon to boot). I am forced into helping him because they are worried about 2080 shit and we're barely a month into the new pay year. Anyway, POOM stopped by last week and had a spat with the regular. Now, reg is in the cross hairs (sudden route inspection, someone is going to watch him case, extra aux assistance you name it).

Now, this shit is flowing down hill and I, being the lowest person with the lowest pay and the lowest say have to suffer most of the consequences. I am the only sub in the office. A sub has been hired for the regular route, but she likely won't start until after Christmas. I am informed today of some new changes. They are going to change MY start time to later so I can bring parcels out TO the regular as his load lightens. This is insane, punishes me and my customers and feels deeply unfair and likely wrong. And why, for the love of God, wouldn't they just have me deliver his packages once I finish my route? It is not going to save any time by having me bring him out parcels, have him load them and make me come back to the office but my customer's will get their stuff later. This is stupid.

Can they do this? Can they change R2's start time to accommodate R1? I thought they could only change start times so we weren't sitting around waiting for mail.

Add to this, I am also being told I will have to come in on Sunday and deliver packages. We are not part of a hub that does this and we have never, ever done this before. Of course, I am the only substitute, so that means I will get 0 days off until after Christmas. I thought that aux carriers got some exemptions from this, but the only part of the contract I could find on this said otherwise. Is there something I am missing?

Add to all of this, becaus ofe OIC and Regular miscommunication, I have to carry both plucking routes tomorrow. RCA that was scheduled was told she was no longer needed and she found work elsewhere. I get *plucked because of other people's mistakes. Again. After this, I'm not going to be helpful - I'm going to demand I do my aux route assignment before anything else.

If you can't tell, I'm so beyond pissed. I don't get paid enough or get any benefits to make this worth it. I have 3.5 years in and am seriously considering quitting. Only other thing I can think of is losing my aux route and transferring to another office where I will get shat on but at least like it there. I used to work there a lot before the aux. It will never get better. I have never felt so inconsequential and replaceable at a job before. OIC is meek to upper management and gives me platitudes about how he can't do anything.

Tomorrow and through to the end of Christmas, I am going to be extra thorough and safe. It might take me a lot longer to do things, but they want me to do it right, not fast, right?

Sorry for the plucking, not sure if I can swear here. I'm open to advice but mostly ranting. Thanks for listening.

Don't be sorry about posting a long rant, sometimes it is good therapy to get it out to people who understand your situation and sympathize.

I remember your previous post as well.

The truth is, inspite of the lip service from the PMG, you will never be treated with respect and dignity at the USPS.

(another shooting/murder at a Post Office this week, how many does that make this year?)

You have invested 3.5 years, yes, but can you imagine doing this job until you are 60 years old, each year worse than the year before.

Yes decades from now your job, stress level and the constant harassment will be worse than today.

Even as a regular you won't be able to utilize benefits like annual and sick leave and in some cases lose your holiday leave as well.

A transfer will only buy you time until a new tyrant is put in charge.

The Post Office thinks it owns you, similar to a military career.

DO THEY OWN YOU?   YOUR CHOICE!!!

Skeptic1202 -- Better to rant, rave, and vent here than do something stupid in the office.  Don't know if everything will get addressed, but here goes:

--  Not that it really matters at this late date, but have you gotten a Form 50, designating you as Designation 79 ( rural carrier associates appointed via Form 50 after being assigned to an auxiliary route for more than 90 CALENDAR DAYS ) -- should have gotten it sometime in October at the latest -- dangerously assuming manglement filed some paperwork with District / Eagan.  If you haven't received that Form 50, get with the Assistant District Representative and file to be "made whole".

-- Auxiliary carriers can provide assistance -- just about any time and any where -- AFTER completing their route.  Page 49 of the new contract, which added:  After completion of the assigned auxiliary route or the primary route assignment, a leave replacement assigned to serve the auxiliary route MAY BE UTILIZED on any other auxiliary route, or serve as a leave replacement or provide auxiliary assistance on any regular route.

" both routes are seriously under evaluated."

--  Sorry to say, welcome to the club.

"Reg is having trouble with eval (surprise, his eval says he averages 68 parcels but it typically gets over 100, "

--  That is not bad compared to a carrier posting of a 4-route office getting 1,000+ parcels a day.

"Now, reg is in the cross hairs (sudden route inspection, someone is going to watch him case, extra aux assistance you name it)."

--  Hopefully the under-evaluation will come out into the open. ( yours too )

"Now, this shit is flowing down hill and I, being the lowest person with the lowest pay and the lowest say have to suffer most of the consequences."

-- In these cases, those at the bottom can only hope a lot of the stuff sticks to those higher up.

"They are going to change MY start time to later so I can bring parcels out TO the regular as his load lightens."

--  You might try showing manglement the entry on page 49 of the contract.   Mostly likely, manglement will show you Article 3 -- Management Rights, which basically ( IMHO ) gives manglement carte blanche.

"Can they change R2’s start time to accommodate R1? "

--  Page 5 of the PO-603, Section 151.1 - in part -- You will receive reasonable advance notice when your schedule is to be changed.   Also see Article 3.

" because of OIC and Regular miscommunication, I have to carry both plucking routes tomorrow."

--  If the total evaluation of the regular and aux route exceeded, manglement will be in violation of Step 4 ( R-96 ):  in part - management must not schedule a leave replacement to serve on two full assignments or one full assignment and one or more partial assignments in a single day, it the evaluations of these total twelve hours or more.  ( no doubt manglement will cite an "emergency" situation mentioned in Article 3 )  In any case smile and file if 12 hours or over.

" Only other thing I can think of is losing my aux route and transferring to another office "

--  The only place the grass is greener is over the septic tank.

"Tomorrow and through to the end of Christmas, I am going to be extra thorough and safe."

--  That should be your delivery mode all year round.

As we used to tell RCA's hired this time of the year, " if you can survive the Christmas Crunch, things will get better in the new year" ( not really sure if that applies any longer ), but hang in there, if you can.

I actually like when I see people cussing at, and about the USPS... they do deserve it after all...  <img title="Surprised" alt="Surprised" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-surprised.gif" />

I think if I was at 3.5 years, looking at the $17 and change, with no benefits, and crappy treatment, and the lowered pay scale that sits in front of me for the rest of my postal career... well, were it me, I think I might bail... at least would be looking for better opportunities that might present themselves... <img title="Embarassed" alt="Embarassed" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-embarassed.gif" />

I'm<em> sorry there was at least 2 shootings/murders of Postal Employees this week, not 1. How many does that make this year.</em>

"At work my opinion seems to count"

"I have a best friend at work" ...

Thanks for the support/feedback.

I do not plan to stay with to PO for anymore than 2 more years. I originally wanted to take over R1 when the reg retired, which is about 2-3 years out, but everything that has gone on in the last two years, especially Amazon, has given me much to think about. I don't want to be a cog in the the machine. Things will never get better, they will only get worse and I honestly feel abandoned by the union. So, if I have to transfer to another office for two years to keep my sanity, I will. I started my own business last summer. It's still in its infancy but has been going well. It will at least be one source of income if/when the need comes that I can't take this anymore before I'm "ready."

On the bright side, my OIC's ears must have been ringing something awful last night. The plan to have me mule packages out to the reg has been scrapped, hopefully along with this whole changing my start time thing. I also got help today. Another sub was miraculously conjured up and carried my route and and the overflow packages from R1 which I carried today. The Postal gods must have smiled on me, too. It was unusually light, almost like a "normal" day. I don't know about Sunday, yet. I have not been told I need to report for work Sunday, so if he tries to tell me to do it tomorrow I am going to tell him that he did not give enough notice and I have plans, which is true.

I have not seen a Form 50 or anything about a Designation 79. I will ask about it tomorrow. One question, since the OIC deliberately put it off getting me assigned to this route so he could use me on another, would that allow them to play shenanigans and say I was not on it for 90 days? The route was vacant on the books for the entire time it took for it to get sorted. I'll call the ADR anyway, but I want to now what you think I can reasonably expect to happen.

Thanks again!

Skeptic1202 -- " since the OIC deliberately put it off getting me assigned to this route so he could use me on another, would that allow them to play shenanigans and say I was not on it for 90 days? "

--  Time to bring in the ADR so you both can go over pay stubs, schedules, and 4240's to verify the 90 calendar days from when ever you began in June and present your findings of manglement.   4240's are official documents, which hopefully the OIC can produce, if not - smile and file.   Schedules on the other hand....

--  Have the ADR look into why no Form 50 has been issued.  May need to file a grievance to get your start date back-dated to when ever you began working the AUX in June.  There are Annual and Sick leave balances to be determined.

--  While an AUX route is offered to qualified employees instead of having it posted like a regular route, have the ADR ask manglement for any paperwork that may indicate a list and dates of RCA's asked and their response.  On the down side, there is nothing in print regarding when a vacant AUX has to be offered -- unlike the within 30 days when a regular route becomes vacant.

--  If and when the dust settles, maybe the ADR can tell the OIC that he/she will be dropping in every now and then to see how things are going!

Did anybody else get the recent standup about ZERO Tolerance for violence in the workplace???  <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

During that fiasco, they mentioned that successful or unsuccessful SUICIDE attempts DO constitute grounds for firing, as these are deemed violence in the workplace... so much for trying to help somebody having emotional or mental problems... easier to fire them...  <img title="Surprised" alt="Surprised" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-surprised.gif" />

So a successful Suicide attempt will get you fired? What will they come up with next??? ?

Even the mgt peep had to hesitate, and do a double-take after they read that part... like, did I really read that right???  <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

@skeptic1202 A lot is going on in your office--hope I can help with your questions.

Can they change your start time? Yes, even if it's for a stupid crazy scheme to deliver parcels to the R1 carrier while he's out on his route. Management gets to make decisions about start time, even stupid ones.

Can they make you work Sundays? Yes, per the contract, only regular rural carriers are exempt from working Sundays (and for the past several years, regular rural carriers have been allowed to volunteer to work Sundays during the holiday period, but an MOU is required each year to supersede the contractual agreement)

Regarding the whole 90 days--check your form 50 ASAP to confirm when your Designation Code changed from a 78 (regular, old, plain RCA) to 79 (RCA assigned to an Auxiliary Route). You should have started earning leave after 90 days on the route, which would be sometime in September or so. If that status change did not occur on the June date you think it should have, file a grievance (although you might have some issues with timeliness, file anyway). You should be able to find your form 50 on Lite blue (access eOPF).

As always, contact your local union rep for guidance. That's what they're there for. There are mechanisms in place to fix some of these problems. Good luck.

@btdtret I always love your responses to questions, they're always thorough and well researched and I always learn something, but just an FYI: no union official can "drop in" on an office. In order to enter a postal facility (unless they're buying stamps), a union rep must request permission and must have a reason to be there. Maybe some Districts are more lenient than mine, but I can't imagine getting District approval for a union visit just because an ADR wants to "see how things are going." It's one of the reasons why every office needs a steward, so there's always someone there seeing what goes on!

ethelanne:

do you have a reference to no drop ins? i remember reading but where? that union officials can not be denied entrance to plants p.o.'s and the such. maybe it is at mailcount only? anybody? have this in writing?

EthelAnne --  "FYI: no union official can “drop in” on an office. In order to enter a postal facility (unless they’re buying stamps), a union rep must request permission and must have a reason to be there. "

--  I knew that, but could be some members of manglement don't!

" It’s one of the reasons why every office needs a steward, so there’s always someone there seeing what goes on!"

--  Good point!   The position is one of the most rewarding and most frustrating jobs in the post office.

stillfirstclass -- "do you have a reference to no drop ins?"

--  That is what an ASS ( Assistant State Steward -- now an outdated term ) told me on a business visit to the office -- when she was handling my LOW!!

"that union officials can not be denied entrance to plants p.o.’s and the such. maybe it is at mailcount only? "

--  Even when union officials visit plants and facilities prior to count, they haven't been able to spot any mail being "hidden" away.

--  One supervisor requested that I accompany him around the post office on a Friday prior to count and encouraged me to take pictures inside the post office ( that is usually a major NO-NO ) just to prove nothing was up his sleeve, or rather in the building, as count started the next day.

before, when there were lots of mailers, and mailing discounts, and manipulation of flow. the tractor trailers would be left alone and not unloaded into the plants, that way it was considered in transit, thus your invite to take pictures of empty plants.. where would i look for union officials denied entrance to post offices?
