Cliff Claven -- "During open enrollment can an RCA switch from UnitedHealthcare to FEHB"
-- Good question. The first "draft" of the 2015-2018 contract had a MOU for Non-Career Employee Health Benefits that included non-career rural carriers with one year of continuous employment and who wanted to pay health premiums could participate in the FEHB.
-- With UnitedHealthcare bailing out of the ACA in numerous states, the RCA may have to find something else
-- MOU #20 in the final edition of the 2015-2018 contract states the USPS is pursuing a separate health care benefits plan outside the FEHB for all active postal employees and eligible retirees who retire on or after January 1, 2013.
-- Guess healthcare is still a "work in progress". Just like MOU # 23 -- Mail Count Task Force and MOU #24 -- Seasonal Route Task Force.
