Highway contract routes

Yes, but what happens to these routes when they are no longer HCRs and go up for bid as a rural route? We have gained a few rural routes in our office that way, thankfully not within the past year. Will they have an artificially low eval with a bunch of 0s for load time, daily activities, activity scans, etc.? How would that work?

This is all conjecture because really no one knows (and that includes the USPS employees in charge of managing RRECS) how these routes would be handled under RRECS but I found out just on Monday that there are offices in my area who only started using the "new" scanners five months ago. USPS just extrapolated the five months of data for 12 months (which supposedly was advantageous to those carriers, since peak season would be counted multiple times).

My point is, they would probably just find another route that is similar to the new (formerly HCR) route and use that data until the route collects enough of its own.
