Hold down?

We have a regular carrier retiring in October and we have a ptf

Question is does the sub of record get the hold down of the route til it is rewarded or the ptf?

PTFs cannot have a hold down over a primary rca

Of course whenever bidding and awarding are complete the ptf will get whatever route is left to them.

If a route already has a Primary RCA assigned, they cannot be bumped off simply due to the Regular retiring.
If there is no Primary assigned, mgmt could assign the route to a PTF or would be required to bid it after 30 days of “vacancy”
