Holding down a route & broke down, paid on green card or not at all?

I'm a RCA and have been holding down a route for 2 years and 9 months. (This changes this coming pay period as I'll be getting the aux route.)

The route I'm holding down is 7 hours. After 6 hours today, I broke down with a busted radiator hose. Called my mechanic, called work who said they'd come have somebody take the rest of the route for me since I wasn't sure how quickly my mechanic could get there and get it fixed. (This was 1pm and I had an express due at 3pm.)

I know the rule for a regular is that if they can't finish the route, sub comes and takes it and gets paid for the entire route. I know it's different for a sub. Our union steward says since I'm still a RCA, even though I'm holding down a route, I'll get paid like a sub so my time and mileage for what I did deliver would go on a green card as would the other sub that finished it for me.

My postmaster disagrees and says I'm considered a regular since I'm holding down a route so I either need to take an annual for today or not get paid at all.

I'm wondering if anyone knows the actual REAL rule on this. It seems like no one ever knows the exact rules and everyone disagrees. It's very frustrating. I've got one annual day left and I was going to use it Thursday to do something at the family business. I'll use it today if I have to, but I hate that I worked almost an entire day and won't get paid a dang thing for it.

If it's what the steward things and anyone has access to the exact ruling so I can show my PM, I'd appreciate it greatly.

Do you get paid for holidays???  NO... Tell your PM if you're a Regular, then start paying you for Holidays... with back pay for all of them during the past 2 years and 9 months...  <img title="Surprised" alt="Surprised" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-surprised.gif" />

DOH!?!?   <img title="Yell" alt="Yell" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-yell.gif" />

They wanna call you a Regular the ONE time it benefits them, but no other time??? <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

Sorry Charlie, it don't work that way... ask them for a 8191 and let them know you agree with your Steward and will be filing with them...  <img title="Frown" alt="Frown" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-frown.gif" />

Such BS... hard to believe they can even say such nonsense with a straight face...  <img title="Yell" alt="Yell" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-yell.gif" />

That is EXACTLY!!! what I told the 204b! Funny how I'm only a regular when it fits their needs and otherwise (when they need me to help other people that can't finish, etc.) I'm a sub.

Unfortunately since this is my last week on this route, this is kind of time sensitive which is irritating me even more. :/ But if I don't get paid today, I've volunteered my time to deliver most of the route for nothing. If I take my annual so I DO get paid, I've still volunteered my time and wasted a day I could have used doing something I actually enjoy or at the family business. Frustrates me to no end.

You should ask your Steward to go to the mgt idiots and explain how it's supposed to work, and let them know that it would be best resolved without having to file the grievance...

Ask your Steward how to proceed, they are the person who can officially advise you in this matter...

If necessary, file the grievance...

If I were you, I'd take AL this Thursday as you had planned, then if they don't pay you for today... then file the grievance...

I'd say they're just blowing smoke at this point... but let it be known that if you're not paid, you'll be filing as soon as you get your next pay stub....

Be sure to document what happened today on your 4240, and anywhere else you can...

Regular Rural Carrier — Partial Trip Served
When a regular carrier becomes ill or cannot finish the route while on duty,
either in the office or on the route, and is unable to complete service for the
regularly scheduled workday, she or he is granted sick or annual leave for the
entire day. The salary payment for the trip will be made to the replacement
carrier and will include equipment maintenance. The regular carrier will not be
entitled to equipment maintenance while on sick or annual leave. When the
regular carrier does not complete a trip due to unexpected
circumstances for reasons other than personal illness or injury, she or he will
be charged annual leave for the entire day. The salary payment will be made
to the replacement in the same manner as above. When the regular carrier
does not complete a trip due to an on the job injury, the entire day is
considered a work day and employee will receive EMA if they provide their
own vehicle. The replacement carrier will be paid for actual hours worked.
When a regular carrier is working a relief day and becomes ill and cannot
finish the route either in the office or on the route, the carrier will receive
150% for the actual hours worked.

581.5 Replacement Carrier — Partial Trip Served
When a replacement carrier becomes ill or cannot finish the route while on
duty, the carrier is paid on PS Form 1314-A for actual hours worked and any
EMA. The replacement carrier filling in will be paid for actual hours worked and
any EMA.

Bingo! We have a winner!

Asher78, you need to print out 581.5 and give that to your PM, you are an RCA, it does not matter whether you're in leave earning status. You should be paid for the hours worked on a 1314-A (green card) and EMA for the miles.

The reference is the F21 time and attendance handbook page 288 I'd print out the previous post and give it to the PM. (thanks to dumbolehickfromms)

If the PM has a problem with that then politely tell them that you'll have to grieve not getting paid.

Nobody should work for free!

Thank you guys so much so much for the help and info! Union steward called me that morning and told me the same thing again, but that she'd contact the steward above her to be sure. I messaged a coworker who confirmed and said 204b had actually told him the day before that she contacted someone higher up who also confirmed. She neglected to tell me, though so I stressed about it all night as I do with P.O things because everything seems to be a fight for what we deserve/are entitled to. By the time I walked in, green cards had "magically" appeared with the time and mileage for each myself and the one that relieved me that day.

Win!

You guys are awesome!

Congrats to you for standing up for yourself and for what is right... <img title="Smile" alt="Smile" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-smile.gif" />
