beloeuf -- "What are the rules if out with injury during mail count."

--  Page 10 of the 2018 Mail Count Guide:  Carriers have the right to observe mail count on their relief days or when on annual leave.  A fly-in-the-ointment:  Relief Day and Annual Leave are specifically addressed.  No mention of sick leave.

--  Page 13 has the same reference to relief days and annual leave and adds "carriers who observe mail count must be in a non-duty status."

--  Section 526.23 of the M-38 ( Management of Rural Delivery Services ) --  Any carrier, who observes the mail count on a relief day, or while in a leave status, must be in a non-duty status and must not participate in the office work activities.

PS -- Section 533.21 of the PO-603 -- in part:  ( Any carrier who observes the mail count on a relief day, or while on leave, must be in a non-duty status and must no participate in office work activities. )

--  Seem to recall seeing / reading / hearing ( or due to the onset of "sometimers" ) that carriers on sick-leave could not observe, but have not found any documentation.   Any one?

--  Injury -- On the job or other wise?

--  Do you have an assigned sub?   Is the sub up to speed on the count process?
 
I've never seen a Reg observe a count... just wonder from somebody who has done it, what is the process... do you find a stool and just sit there???  And are you constantly feeling like you're in the way... just wondering how it *really* works in practice.... <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

I've done it and seen others do it with very new or unreliable subs or with bad counters.  It's mostly a lot of checking the counter's numbers with actual piece counts. The trick is doing this without getting in the leave replacement's way or delaying them in any way and as btdtret mentioned, we can't do any work.  Other than that, making sure all the mark-ups are being credited, column 17 allowances aren't being missed and the loading process isn't being accelerated or mistimed and that's about it.  Few if any regs stick around for the afternoon functions.  It's an awkward situation to be honest.
 
My understanding is that we can't even touch the mail... which seems ridiculous to me... Once again it depends on the person in charge, I was able to observe and make sure that I got all the mark ups.

In some ways the idiot in charge of my place is good to work with especially if it means person does not have to do any work !

When coming in to "observe", it is to do just that. I do this every count as I am counted every count along with a few September ones also. I grab my stool and sit on the side as out of the way as possible. If a counting "station" is nearby, I'll park myself next to that. We cannot touch anything! Some PMs have said we "aren't to speak unless spoken to" as in we can answer questions from the sub but that's it. Others have been more laid back & we're to "stay out of the way". I do carry a stopwatch & will time on my days & on observe days. 

We are just there to answer questions and make sure everything gets done as it does when we work. I will collect the "tally sheets" as we go along & write times down on my own tracking paper. I do come back in the evening but mainly to make sure my route is timed & counted properly as I have a collection point & don't want to lose even a minute if the sub "forgets" what needs timing, counted, or markups. Again, we cannot touch anything. The last thing you want is to be accused of trying to manipulate the count.

on a side note... bringing donuts makes for happier counters & clerks ?
 
gotstamps et al --  That is a great way to fight for one's pay check ( and the RCA's too ).  Pointing out to the RCA that if the route goes from a K to a J or from a J to an H, that is one less work day to him/her.  Might get their attention.

--  nice touch with the donuts ( we seemed to get the same counters year after year, so developed a "relationship" with them and donuts helped with that "relationship" )

--  If need be, fill out a 3821 ( clearance slip ) for the RCA on relief days, especially if the route does not have an assigned one.  Don't leave those 2-minutes a day sitting on the table.

I have went in and observed count; we were made to stand at back of PO, couldn't touch any mail and could not speak to the sub.  Kinda of pointless. 
 
I was actually thinking I'd like to have a look at the scanner at the end of the day, to compare number of scans and such in the scanner against what is on the count sheets... but it sounds like they might not allow us to even do that...  <img title="Frown" alt="Frown" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-frown.gif" />

we asked about working our off days and they said no, they know on those days they will save money, our subs are all new and not trained. they do not know the difference between, ia, ubbm, nrcm, ank, and never check for moves. I will lose 200 to 300, random letters a day because they deliver everything, even the vacants. they do not know what they are to be timed for, or how to get credit for anything. they sling and go. on another note we found out today that they started delivering priority packages on sunday with the amazon, started about 3 weeks ago. so they are taking our packages off our count. anyone else seen this?

--  There is time to give the subs a "crash course" in mail count procedures.  Why not throw a pizza party for the subs and you regulars can go over the mail count guide with them.  Didn't any of them attend the office pre-count meeting?

--  You could come in to observe and depending on manglement / counter personnel, provide pointers to the new subs.

--  No doubt, it's just another postal "coincidence".   Unfortunately that happened before and not after the office pre-count meeting;  therefore perfectly legal, though somewhat unethical.  Alert your Assistant District Representative anyways.   If some of those Sunday Amazon and priority parcels don't get delivered on Sunday and show up Monday, best get credit for them.  If not, add it to the list of "dispute" items as well as contacting the ADR.

Call your ADR or DR about the Priority pkgs being delivered on Sundays. This is NOT supposed to be happening as Sundays are for Amazon only outside of the Christmas holiday season. Once the HUB for Amazon Sundays is back together in late January, only Amazon pkgs should go out. CALL your union rep!

Same in my area. Already contacted. Was told it's at a step 4 at National level , as this "test program" started last summer.
 
Was there not also a recent step 4 prohibiting all of these phony baloney “test programs” that seem to be cropping up?

as far as the subs losing days, that should not be an issue because I would use my x days right after so their 2 days would be compensated for. yes they attended the 15 min pre-count. can anyone remember 100 items to watch out for, while being harassed by management to get on the street? been here 25 years, 2- 3 mailcounts to be proficient at it in my opinion.

Our pre-count conference probably didn't last 2 minutes... and at the time, I was still hopeful that my opt out was gonna be approved, so I didn't see the need to get in a big debate about stuff that I was hoping would have no impact on me... and the folks that were not trying to opt out weren't making any noise either, so I figured why should I???  <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

d.b   same thing here, I asked if there were any changes I should know about? they said yes, the scan policy, and a few others. I said if I knew that ahead of time I would have opted out. not that I would not have been counted, but how can you make a decision when you only have 10 cards out of 52? they still have not answered our concerns that were brought up, although they said 2 days, its been over a week. I hate going into a count when I know they are looking to screw me:: oh wait, that has been all of them

Even if we come in and observe, apparently, all we're gonna be able to do is watch the subs lose time for us (and themselves) by not doing the things correctly as you pointed out in your post above...

And, IF, it were REALLY the intent of the USPS to conduct a fair and accurate count, then why could we not show the subs what the correct markups are, and some of the other items you mentioned, or even let us look at the scanner at the end of the day to compare against the count sheets...  <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

I definitely agree with your last sentence. The other problem I have is with the union. In my district at least count training is given after the pre-count conference. How do we know what to discuss at pre-count conference if the union has not given us the latest updates? I do ask enough questions to ensure the conference is 20 minutes. There is no reason to leave easy money laying on the table.
