Is Managment allowed to not accept eLRA annual requests?

I put in a eLRA request just for a saturday 2 weeks ago and I never got back a slip for denial or approval so i just assumed it was approved due to the 3 day rule.

Today I got called and they were asking where I was lol. I let him know my confirmation number and he responded with

“Paper copies handed to a supervisor, signed received, are the only way we can accept future leave. Today is covered, but moving forward we need the slip signed by a supervisor to approve any leave.”

He was pretty nice about it but i’m just curious if it’s generally not an accepted way to request annual. I honestly preferred it because they never get my slips back to me and I always have a hard time with requesting time off.
