J and K routes

Six years ago when I took over a route it was a J route. When I started, didn't have 10 years in so became a K route. 3 months ago there is a route that was a J route and the carrier retired. The RCA that was awarded the route has not been a full time, RCA only. The route is staying a J route. How and why? I couldn't start out as a J route but he can?
 
How do you read this chart? How do you know what standard hours you do per week? Like if route is 8 hours/day X 5 days and evaluated hours are 44.
The Standard hours are the 6-Day total hours that are listed on the 4240. 8 hrs/day x 5 would be a 40 evaluation or a 6-day total of 48:00 hours. That would fall as a 40K or a 44J depending on if the Regular Carrier has the required 10-years as Career.

Because your j route was probably a k route and the previous carrier took the high option. The other route was probably evaluated as a j route due to volume and size and does not qualify as a k.
