Can anyone point me to any materials (handbooks, etc.) used in LLV training?

Specifically, I need to know when a carrier needs to turn on their hazards and when a carrier needs to use turn signals while moving from box to box during delivery.

1. It’s my understanding that a carrier in an LLV turns on their hazards when they reach the point of their first delivery and does not turn them off until they finish their last delivery.

2. It is my understanding that a carrier does not need to use turn signals as they move from one mailbox to another, i.e. they move away from the shoulder of the road into traffic and then back onto the shoulder.

I’ve found the PO 515 (Highway Contract Safety) and there are sections there that seem to give a different instruction than my understanding but that is instructions for HCRs, obviously.

Is there anything more specific than carrier needs to use “proper” signals? (That’s from the 4584).

I have a call out to an Academy Instructor but she probably won’t get back to me until Monday …

What your real question is: what was the carrier last trained to do?
Many times there are local, regional or national guidelines. And those guidelines are updated at times without the employees being notified or receiving updated training.

Ask for a record of training with dates. As an example, I could violate every policy known to usps because I have no training record in my eOPF. They purged my records in 1990 to create file space. That purging included my ethics agreement and oath of office🤣🤣🤣🤣

As an aside, request a current copy of driver Ed program from district trainers. Your rca academy only covers seat belt use and door use beyond 500 feet between boxes.

I'm now a DSI. I see the training records of everyone (and mine too). Many times things aren't in HERO that should be. It had where I was a certified instructor/examiner in 1998; but did not have any of my training or vehicles certified on.......... ( until 3 months ago, I was only certified on the dj-5, 1/2 ton, and LLV) None were listed in my transcript. I've found many others missing things. A city carrier I was training on the Promaster only had Metris certification and no other driver training - not 1 minute of classroom or LLV.

It also depends upon who you ask. Some say (and DDC materials also) to use turn signals when pulling away from curb means the 6 inches you swerve left as you leave the mailbox. And then you read 69, and other pages saying only when actually pulling back out to travel.... not moving mailbox to mailbox.

I checked internally, I have no training or certification on anything. Technically, I was only " trained" on a dj-5. A driving instructor had me drive him to the liquor store and back about 3 blocks from plant. And said, I was good to go. Usps called in 1996 and said there are llv's at the plant if you want one. I drove down there and drove it back to my office on the freeway. Never been trained on it.
But, it's ok. I used to drive a 67 vw bus - pretty much handle the same. I have managed to be the only rural carrier in my office without an accident. Maybe the training creates accidents. Of course, the usps is too frigging cheap to pony up for a safety jacket or even a piece of paper for a rural. Nalc - they toss them out like candy.
I hope the OP got an answer.
I did privately mention to another employee - I hope they don't do a cake for retirement. I would be very tempted to call some things as they are.
Not sure I have the willpower to hold back after 35 years of..........
 
Thanks for all the replies. Let's see if I learned anything:

The carrier is supposed to signal right when leaving the traffic lane to serve a curbside box located on the shoulder of the road and then signal left when returning to the traffic lane. Moving box to box while traveling on the road shoulder does not require any signaling.

Headlights and hazard lights are only required according to state/local laws (except in the Maine, New Hampshire and Vermont District!).
 
Training records are suspect (as you pointed out elsewhere in this thread). I logged into HERO while researching something else to find I've completed 36 courses on HERO, the most recent being on March 23 (Heat Stress: Recognizing Heat Illnesses).

I have never done anything on HERO.
so, it isn't just me.

what do we do? call the OIG for falsification?
