Load Truck option forced on all RCA's

The other day we had a meeting and the supervisor informed us that all RCA's are to use the Load Truck option and scan every package. I asked that since Regular carriers didn't do this during count, should this time go on green card? Supervisor said no. And that if I'm told to Jump, I just need to ask how high and then grieve it. So I want to grieve this. I have no issues making evaluated time or making it back in time for dispatch, so all this new feature does is add 20 minutes to my day.I've never filed a grievance before so I need some help. Also I was curious as to whether any other offices have successfully grieved this new feature?

Immediatly start documenting the additional daily handling time on 4240. That gives the steward the time frame to request be added to the route. It might utimately be decided by number of scans but, I would argue the additional loading time to include size and weight consideration of each parcel. The greivance form 8191 should be filled out by you up to box 4 ( place your arguemar in the form of a question). Did management try to circumvent the new route evaluation by adding unpaid duties?Or Is management forcing rca's to work for free by including new job tasks?OrIs management creating a hostile work environment with new disparate order of parcel sorting only applicable to rca's?Or file all three?

uspsjdawg -- Back in early May, postaltimes.com had an article in which a postmaster in Avaondale, AZ who used USPS's IdeaSMART to end the parcel sorting and loading solution using the scanner because it was adding time to the city carrier routes.

-- Not that your manglement would respond similarly, but you have a "fellow" postmaster citing an increase in time to use that function. That should count for something.

-- "Gotrope" has provided some useful suggestions -- if needed.

-- "uspsjdawg" -- Somewhere in GA? You don't have to answer that!

The first grievance you have is one for not being treated fairly (disparate treatment), the regulars don't have to, but you have to jump when told to? Second grievance is for no training on how the new function is supposed to work, never assume that it is easy to understand what they want you to do.The reason this has not been implemented everywhere is because it is not working as it is supposed to work. It is supposed to alert you when you arrive at the box that has parcel for delivery as it does on Sunday/holiday delivery. If it worked as it is supposed to it would save you time not having to mark/place in order, your parcels. There is no training for this new function as is because it isn't working right yet.
Third grievance is for the extra time that has been added to your job outside of count (new yet unpaid duty), and the pay that that extra duty is taking you to do it.

All -- RI's link to the McAdams' letter.

-- I'll bet the secretary had a tough time keeping a straight face when typing "The Postal Service should be focused on providing quality customer service."

-- And from out right laughing at the "We must also ensure the mail count is a fair and accurate representation of work performed by rural carriers during the two week mail count period..."

On a tangent about this. A new function was started yesterday for the Pack Mules in office.

They are to scan "Hot Case" before pulling down.

So when there’s a missed hot case letter if they don’t swing by again after that and they leave who’s on the hook for that? Not swinging by it over and over and over. Nope

@uspsjdawg coming from a stewards perspective, the simplest answer is typically the best response to management crossing lines they shouldn’t. You have 14 days from the date this happening.( if this is an ongoing issues the window doesn’t start until they stop the ill advised practice so if they are continuing this day in and out you can file without running into that deadline. In your case I would fill out #1-4 on a 8191(grievance form). Then where it ask for the issue. Simply put “is management justified in forcing RCAs to use the load truck function and scanning every package?it is incumbent on you to have the step 1 discussion with your manager. Explain that you do not agree it is apart of your duties and responsiblities to use that function. If he doesn’t agree to stop the practice have him initial and date the step 1 discussion box. If he refuses to initial and date, ask a clerk to round date that box. Then at the top document postmaster/supervisor refused to initial and date the box. After that contact your ADR, local steward, or DR which ever is the most direct line inform them you have filed a grievance and manager refused to settle at the step 1 discussion. Your Steward will have 10 days from that day to sit down and have a step 1 meeting with management if the time limits are not mutually extended. Make sure to record anything and everything relevant to your issue. If your managers really said if I say jump you ask how high I would include that in your statement. That can easily be torn apart as a hostile work environment statement. Best of luck in your grievance.

Folks what you have being implemented is parts of the study. On your 4003, Line of travel, there is a column that will track precisely how long you take at each line and it will show when you are over.
The MDD will tell you when you get to a stop that you have a parcel(s). It will also tell you if you are about to mis-deliver. The PO has yet to allow these functions to work yet. But soon, they will. Remember, contract has expired.

And I mean very clear. He's very standoffish and discussing issues like this does nothing but anger him.Do you think I should still try to talk to him again about this issue? If it can be avoided, I'd rather not have him yelling at me and targeting me for the next week.

If you prefer not to get into a battle with your manager, have another RCA go in together with you and call your steward. Explain the situation to your steward and ask if he can file a class action grievance for all the Rca's in your office, it shouldn't be a problem as long as there are two or more carriers bringing this to the stewards attention.

The contract is still effect until a new contract is implemented. The expiration date does nothing but show where the New one should start.

@uspsjdawg the grievance process is your right to discuss any disagreements you have with the way you are being directed to do your job. I cant tell you whether it’s the right thing to do to file this grievance or try and ask for a class action grievance. I can say that if you do follow through with filing it yourself you draw your own personal line to where management shouldn’t cross. If I were to have the step 1 discussion with an aggressive/aggravated supervisor/postmaster, I would start by saying I disagree with what is being forced to happen. If we can’t agree to stop this wrongful policy then I will filed a grievance to determined which of us is in the right. It’s a simple talk that they are responsible to respect is you chose to have it. If not they are in contempt of the contract. That is the simplest form of a grievance. It’s simply ask who is in the right contractual at this moment in time. The study is not the rule of law in any office that isn’t a study office. Ive learned from my office the best way to deal with theses things is hold their feet to the fire. If upper management directed this action then prove that upper management was in the wrong to direct local management to do that action. If your management gets hostile I would remind them of the postmaster generals claim to not allow it in the workplace what so ever. You have the right to start the grievance process without the feeling of retaliation. If you so feel they would do that to you I would ask your steward to make sure management understand that. Its never comfortable to take the first step.
