Is there an order on what has to be sorted first or is it up to the clerk?

Contractually, not to my knowledge.

Usually from the top down, though. Sorting from the bottom up tends to complicate the process.

If you're waiting, and have completed all relevant duties, you could make a decent argument for compensation as 8127 or green card time, designation depending.
