Good question, and it has been mine for several counts. There has never been an answer anywhere listed in any count guide, nor during any of the count schools I've attended. As btdret pointed out, things required to be done, but not addressed in any rule or order, nor addressed in any manual, but done and needed to be done on a weekly or daily basis is to be timed and placed in column 17. We are required to stamp and or mark a parcel or letter that has been damaged so that the customer knows the piece was received that way and nothing was stolen from the piece after delivery. There is no time allowance therefore it must fall under column 17, the catch all column.
