Matrix

When your office is extremely understaffed on RCAs (and have been for months) someone told me the office runs on a formula instead of the matrix.
What does “the formula” include?
I am being told 2 different things whenever I question the schedule.

On our current matrix, my 3 routes are ones THAT I DID NOT pick. Never even knew it was changed.

Recently one girl got to change her matrix and no one else did.

There is a route, that has no sub, that is currently being filled with various subs, for however long, due to the carrier breaking both ankles last month.
Sub 1 & 2 have this route on their matrix as their 2nd route.
I asked interim supervisor if anyone asked for this route to be their primary bc I want to change routes.
He said, “they won’t put anyone on that route.”
I find it hard to believe that they can deny me switching. I am sub 3 of a 17 route office. Sub 1 will be a regular next month.
I have a hard time understanding the written rules as it applies to me.

Advice?

Anytime there is a change in an office the matrix is open for movement.
No bumping other carriers off of a route/position, and seniors get 1st choice of an open position. If there was no primary on the route where the regular is out, the most senior gets choice to make that his primary at that time. The senior Rca in your office should file a grievance now asking for back pay for not being given that choice. You choose matrix positions, they aren't "given", unless an Rca won't choose then management can place them in 3 positions, primary, secondary, terciary, or a second secondary. Look up matrix on this site or the NRLCA site, for more thorough info.

-- I'll bet manglement does not want to put an RCA on that route because after 90 days, the RCA would be earning annual and sick leave, retro to day one.

-- Drag your Assistant District Representative into this matter.

-- Maybe the ADR can explain the in's and out's of the Matrix to manglement.

Using 2 subs on a route means if there is no sub of record, each sub is paid actual time and no sub has to get screwed with a over-burdened route that hasn't been either counted correctly or gets so many Amazon packages that meeting evaluation is impossible. Been there. Done that. The only exception is if the subs are going into overtime status. Area and District are currently really HOT on NO overtime for any reason before the end of the fiscal year, September 30(I think that date is correct.) Word in our office is buy nothing, order nothing, clerks leave on the assigned minute. So far haven't had any repercussions for the rurals.

Speak with your union rep ASAP. Regarding changing your assignments on the matrix, that's at management's discretion. However, it appears the matrix has been established in your office in violation of the contract, but speak with your union rep about all the stuff you mention here: whether or not you're a formula office, disparate treatment (the one RCA who changed her assignments on the matrix and no one else can), and establishing the matrix (management assigned rather than the carriers selecting).

Good luck.

Sorry, but only a loss of a Leave Replacement, gaining an Aux or Route, & a Reg out for 30+ days opens a Primary for bidding AND it’s only that primary & it’s residuals. Any other Primary routes that are without a Leave Replacement are considered “Unassigned”. They cannot be thrown in for bidding.
ONLY at that time are Primarys bid. Mgmt is not obligated to bid the Secondary & Tertiary positions. Mgmt can bid 2nds/3rds when they feel there are too many “holes” so totally up to them. Mgmt can assign a 2nd or 3rd if an RCA doesn’t want to choose & Aux RCAs do not have a Matrix.

The only time we were allowed to do anything outside of opening the matrix was if you were senior sub and wanted to get off your number one and switch to another route that did not have a primary sub. It had to be done in writing..
