And he sent me a less blurry image of the miscellaneous time worksheet that says "Additional time associated with accessing delivery point at an authorized dismount such as, key keeper, security guard/gate check-in, or access code entry." He's telling me that since I do not have an authorized dismount at these businesses, it's a no go. When I spoke with the ADR, she did not say that it had to be an authorized dismount and this sheet that he sent me isn't anything like the one I found on here. This has a whole new section added since last count.

This is from an old count guide BUT some of what management is citing you is in this old count guide. Other suitable allowance is defined as ;

Other Suitable allowance is defined as a rea-
sonable time allowance which may be claimed
for unusual conditions, or for other services
rendered on a daily or weekly basis that are
not accounted for under the normal work func-
tions. This does not include time for vehicle
breakdowns. Management must authorize
items for which time is claimed under this
heading. These items must recur on a daily or
weekly recurring basis.

Give this a look and go to the "Column 17" section

I hope you kept track of the time you did wait and recorded on your 4240. If not, you can still document the waiting time and try to get that time added either through the dispute process or the grievance process.

Thank you for your reply. Unfortunately I didn't keep up with my wait time since I was "given" 6 minutes per week for the 2 gates. I didn't realize that the rules would change every time we have a mail survey.

They don't. Just don't sign that you agree with the MMS figures because the "waiting time" is not actual time. They "gave" you 6 minutes because you are more than likely waiting longer than that. You can still time yourself and keep note of the time(s) daily / weekly as you will need that for your dispute / grievance.

While that form IS usable, it looks like something that was just made up by District. There's a lot of that with "things". They type up something and hit "print" or "send" and whatever "it" is, becomes the new law, procedure, etc.
