new postmaster maybe harassing older carrier

new postmaster caught mid 70s carrier coming in early yesterday. Today, pm was observing carrier while casing. Carrier is on a frozen aux route, as he received territory from an overburdened route. Route will be unfrozen after this mail count. Can pm tell carrier how fast he should be out of the office if the actual evaluation of the route is unknown?
 
Pms can NOT harass carriers older than 50 years due to being "slow". That carrier only has to ask that pm to check into older carriers being forced to work faster.
The USPS is responsible for the death of an older carrier in Oregon. She was told to get done at or before her evaluation on the hottest day of the year, after just coming back from being off for a long time due to sickness. That's the reason for all the "Talk" about staying hydrated and finding a cool place to rest if we become overheated.
