New RCA pay rights/inquiry

Hi all, new RCA here. I am assigned a route and the regular was gone on Saturday. I showed up to work on Saturday and I got sent to work at another office. Am I qualified to be paid for both routes then being that I was sent elsewhere while my regular relief route was available for me to run?

Also, I also know this same regular is gone this week and I am not scheduled to work this week. Someone else is doing the regulars route. Should I be paid for this as well? Doesn't seem right. Don't know who to ask or confirm with. Thank for your help.

There is a list of all the RCA's in your office, and where their primary route is, and 2nd and 3rd.. It is called the Matrix list. It depends on who works where according to that list. You may want to choose other routes for your 2nd and 3rd choices of routes you would want to work. If any of those routes are available you should work them before any in another office.

First off you said new RCA I suppose you don't have your 90 days in? Technically yes you should be doing the assigned route, second, you would need to file a grievance for pay. The bad part is if you don't have your 90 days in good luck in getting any representation from the union. Management knows this so I am assuming this is why they are pulling this.

File a grievance! Regardless of your 90-day status, this is a Contract Violation & the Union will represent you.
Being in your Probationary period doesn’t mean that you have no rights, it means that mgmt can let you go for any reason & the Union is very limited on fighting that.
You have the right to the evaluated hours on your Primary when the Regular is out for the week, then mgmt can place another sub on it.

That was my biggest concern, being that I am so new (4 weeks in) that it wouldn't matter. My name is listed as the sub or relief carrier on this particular regulars time sheet. I have sent in paperwork this week to join the union but still don't know if that will help! I do know the person subbing this week is newer than me... Getting training in I guess.

You shouldn't have to, but talking to Postmaster ASAP is required to nip at the bud now.

Did you talk to management after seeing the schedule? IMO, If not, ...you need to, ASAP, and in person. I don't know the composition of your management team, but suppose: Postmaster, supervisor(s), and 204B (Regular Carrier working as supervisor). See the PM, the boss, and explain the situation. Why am I not working per job description, I need the work/money.

I say to see the PM because in many offices, the PM doesn't do the schedule, it's delegated to supervisor/204B. In your situation, it could very well be that they are the problem, and the PM is the solution. If PM doesn't resolve, then Union to advocate for one of your basic work rights. Been through and seen this many times. Sadly, there was usually a 204B that was aware, but elected to watch the mugging.

What if my relief route was open and I was sent to another office though? Should I get paid for both routes if I was sent out when my relief route was open for me to run it? I have been told by other RCA's that's how it works but don't know if that is true.

"...exclusive right to maintain the efficiency of the operations entrusted to it."

What a crock of labor legalese. Management also has the job description and responsibility to mitigate being down a route or having a contigency to address it to begin with without having to call a Broken Arrow. Probably just me, expecting PO management to know how to protect their own castle.

Your Primary route & office is always 1st in scheduling. An RCA has the right to a route prior to working a Regular on their Relief Day. ALL RCAs that are needed must be scheduled in their office prior to loaning to another office. If your Primary becomes open because the Regular calls in, then mgmt SHOULD give you a call but they can get around that since you are scheduled elsewhere making you “unavailable”.

It's all so frustrating. Showed up to work and expecting to work at my home office. Got there, my relief route was open - regular was gone/had AL and I was sent to another P.O. 40 minutes away.
