Newly appointed rural ptf question

So Ive been an RCA for 6 years and just recently was converted to a rural PTF. I looked at my first paycheck and realized my hourly rate dropped by $1.43. Why would my pay decrease? I actually thought i would get a little raise. My boss is looking into it but just wondered if anyone could answer this for me. I started as an RCA back in NOV of 2011 and started the PTF in NOV 2017 (last month)

You were on the Schedule 3 RCA pay but due to your hiring date as an RCA being after Nov 2010, You then fall under Schedule 2 Pay chart when switching to career.
