No FSS today and low parcels

What is the correct procedure for having a day without any FSS and/or extremely low parcels. Due to the storm(most likely), we received no FSS flats today and hardly any parcels. Pm informed me that we are most likely going to receive two sets of FSS flats tomorrow and the smaller set will be counted as raw and larger one used for the FSS number for Fri. Since we had no fss today, we didn't get the 15 sec per tray allowance. Should we still get the 15 sec per tray for all trays tomorrow? Also, what should we do if our parcel count is not high tomorrow? We had a low parcel count one day earlier in the week, but the next day was heavy so it evened out. Hoping tomorrow is heavy since I barely had 50 today.

-- Apparently no one bothered to ask "What happens if we lose a day or two of mail during count due to a winter storm?" in the pre-count meeting.

-- Any one able to attend the District pre-count meeting? Was it mentioned / discussed there?

-- Get with the ADR to see if there is a contingency plan in place. If not, better start on one.

-- If manglement gives out the "Back by 5 pm!" tomorrow, be polite and tell them, "Probably not going to happen!" or "Sure, how about some assistance!".

That sounds right if memory serves and if it plays out that way then that is a win for you. The time allowance for 500 flats is 50 minutes for raw versus 11.6 minutes (FSS with an LLV) or 29 minutes (FSS with a POV)--quite a difference! Also, I don't see any reason why you wouldn't get riffle time for both sets of FSS. Hopefully that storm-delayed mail shows up in time.

-- Mother Nature was not very kind, especially to the New England states, this mail count -- two major snow storms really creates a vacuum!!

General procedures to be followed by the parties:

-- Determine the number of days to be excluded from the mail count, if any, as a result of the disruption. This may include the actual days when no mail was received for delivery and also the day mail receipt resumes, in certain circumstances.

-- Determine the average daily piece counts and appropriate time allowances to be recorded on those days excluded from the mail count.

Bonus: If a carrier is unable to complete route duties due to weather conditions, the mail will be handled in the office and taken out fore delivery the following day and <strong>will not be recounted</strong>.

I would think the ADR / DR would have a copy of the USPS contingency plan. If not, you have the important part of it.

Be sure to double / triple check the average numbers -- just in case.
