the last rca we had flew the coop to an office that guaranteed him full time within a year. Now there will be one h route with no one to run it. Anyone want to transfer to an h route that the listed regular is on disability leave and will never return? He is trying to retire, and the po is being kind of slow about it..like 2 years slow. Second question. What can pm require regulars from other routes do if one full time route has no one to deliver it? Can pm assign a regular an extra half route every day?

I would take that H route but I guarantee it's no where near me 
I believe the agreement still requires voluntary service on other than your own route for regular carriers. you can help or not, at your discretion.
they can have a mgr cover it. and then you can file when it's posted for loss of rrecs scans
