I agree, It doesn't make sense to apply this language to Rrecs. New language should have come about from thoughtful analysis of what exactly Carriers are doing when they organize and deliver an unscannable parcel. Every active Carrier working today is performing the task of an unscannable parcel. The powers that be just need to ask us what an unscannable to mailbox parcel is. Include Carriers in on the conversation. I am willing to bet there will be a pattern of actions mentioned that will lend to a definition that doesn't cause outrage. Management might find out during this dialog that improvements to a different area could create less unscannables.
FWIW this is how I was hoping this would have played out.
I was hoping random letter credit on the day it comes out of dps (the task of sorting as raw needs credited the day it comes out of dps to credit tje action) Then the day it is delivered if it is bundled, organized and sorted in office as a parcel, we should get unscannable credit if it gets delivered to mailbox or door credit if it goes to the door. If the letters stay in the case and just get pulled down into a tray for delivery, then no unscannable credit will be issued because the action for parcel wasn't performed.

For me it's about crediting the action taken by the Carrier. I suppose for me personally it is whether or not it can be cased or if I need to bundle it separately and make it an exception. Make it an exception means put it aside in a tub, or bundle together and leave on case to sort into spr trays. The exception and how it is handled after is what takes the time and deserves the credit.
Also as @YOUAREthecurrentresident stated earlier, you are getting the coverage factor credit without having to stop at the box.
2 bundle system equates to 12 seconds a day if informed delivery or full coverage. Without stopping at that box.
Extreme example, I had a school closed for 2 weeks. They received mail everyday. So I received credit for 12 days of delivery. But only had to deliver on day 13.
 
USPS can pretty much do whatever they want because our union does nothing to prevent it.
Caving on the issue of unscan parcel credit for business closed mail just goes to prove that.
Soon we won't be allowed to even select the option without prior approval of management.
Already happening on west coast. And they don't allow much. Business routes here are missing out on 15+ per day on a slow day. That adds up.

I bundle my holds the day before during EOS. ( ie. if it goes out Tuesday, I bundle it Monday afternoon)
I just received actual time for the task.
If it doesn't fit in the case throw it in the hamper,push it outside. Load it wherever during loadtime, outside.
Btw, usps is now running reports on carrier in excess of 10 minutes loading per day. They are trying to figure out an algorithm to " control abuse of actual time collection."
Everytime in rrecs is going to push for an hourly outcome at some point. Or a fulltilt revolt.
A local route had over 70 dept of labor poster tubes the other day, no barcodes. The mgmt refused to allow credit because offices here are only allowed 10 unscanparcel per day...regardless of number of routes. So, yay for one route offices. The system is such a shame. The carrier tried to make it up under eos but, they sent him out on a vehicle breakdown to cut off the time.
While I can admire anyone trying to get creative to resolve misplaced credits- its a union tragedy that carriers find themselves in a position to fix national resolution issues.
I hope things improve.
 
How can you realistically assign parcel credit to a bunch of mail that likely will fit in the mailbox on Monday in most cases? That’s not reasonable.

My rt has 300 business addresses. Many are walk in service or small cbu unit opening. Doing door misc denies my rt the credit to prep all the tub mail.
And doing door misc on a multi unit addressed building is fruitless. The GPS can't tell what door, on what floor, you walked to. Default software is zero footage and zero dismount when address can't be determined. Nrlca is only now "discovering " these glaring errors in the software. Too late for many.
We all need to think of the total types of delivery, not simply what exists in our little route world. Single address routes did ok under rrecs, high rise address rts not so much. If you have gps issues- you did even worse.

Shockingly no. In my district only about 50% exceeded 10 minutes on Saturday. Of course, about 25% never even hit a loading time before 3:00pm so you know they were reminded to hit those two functions to clear the list. Saw a few 5 second loads. Would have been better to not do one at all.

For example…

2500’ drive 280’ walk
10’ drive. 10’ walk
10’ drive 10’ walk

TOTAL
2520’ drive 300’ walk

AVERAGE

840’ drive 100’ walk

I've demonstrated my work habits before RRECs. I have no fear defending my actions. City carriers do it on a daily basis. Being an hourly employee.
Times have changed. We need to as well.
Management just needs to make sure to speak to me during load time or EOS. I guess 8127 time would do too.

I am 30 to 50 minutes every day. So is everyone else in this office. Only time we are under 10 minutes is if Amazon truck doesn't show up. They can waste 40 minutes of their day watching me if they think I could do it faster. I have a bad back and a bad knee and will not "hurry" with heavy or awkward items in my hands. Safety first.
 
Interesting you choose the word disgusting. Unscan was never for hold mail on delivery. Read the mailcount guide. It was for credit when pulling DPS out for businesses over 8 pieces. Read previous posts. You have been receiving/taking extra credit. Good for you! Or is that...?
I think the confusion comes from old rules of receiving a parcel credit to deliver a vacation hold if it started prior to count.
My dissatisfaction comes from not getting credit under unscanparcel for actual parcels, not dps.

Since the solver software is under tighter security than Volkel airbase, we may never know.
But, the math doesn't make sense to me when I ran numbers for test routes against what the engineers said should be the formulas. Union is still trying to get an explanation of USPS software coding.

I have a copy of the stand up and you are correct. I can't believe it! The LOU states nothing about resident holds, it specifically states repeatedly closed schools/businesses holds—here's the exact quote from the USPS stand up
  • Letters pulled from DPS for hold mail or closed school/business will be counted as ā€œRandom Lettersā€ during the Mini Mail Survey; UNSCANPARCEL activity scan will not be used in relation to hold mail or closed school/business letters pulled from DPS during the Mini Mail Survey or throughout the year
What a cluster this will be, again.
I've read the standup and it does in fact read exactly the same. HOWEVER, you are wrong about it not saying anything about resident holds.

READ SLOWLY: Letters pulled from DPS for hold mail OR OR OR closed school/business...

Pull your resident hold mail and get it counted. It says so in the standup.

It could connect alternatives or synonyms....so that doesn't help. This is truly dumb. Pay me hourly. I just reviewed strapping out and reload allowances....I don't understand a darn thing with those either. Just sad....I am referring to my stupidity and this system.
I can cut your nuts off OR you can just say hello. I think the intention is to include resident hold mail.
