johnwayne -- IF you are still working the AUX, continue to do so through Friday, the 16th. You become a regular on Saturday, the 17th, so there is no break in service. You should be able to KEEP the accumulated annual leave because there has not been a break in service. You go from one leave-earning job to another. If manglement says: "Take Friday off, you deserve a break from the AUX". Politely decline. That will make a break in service and you will get your accumulated annual leave in a lump sum - should be the next pay check. Sick Leave will remain on the "books" for at least 3 years. That is mainly for an RCA leaving a leave-earning status position and going to a non-leave earning positon. Yours should show on your next pay check as a regular.
-- F-21 ( Time and Attendance hand book ) Section 581.26 - Leave Earned. A lump sum payment will be issued automatically for unused annual leave credited during the leave earning period if a carrier is returning to an nonleave earning position. If the carrier returns to a leave earning position, NO LUMP sum payment is made.
-- Hopefully that was spelled out in the big binder new regulars get. Used to be mentioned during indoctrination way back when.
Even if Saturday, the 17th is the route's Relief Day, the leave earning status will not be broken.
Not sure what you can do if manglement orders you to take the day off. May have to contact you Assistant District Representative.
Regulars get their annual leave "front loaded" at the beginning of the Leave Year, which is the first full pay period in January. Folks becoming regular during the rest of the year get Annual Leave pro rated based upon 1/2 day or 4 hours per pay period ( 3/4 day or 6 hours per day if you have prior military or other service ). You are making regular at the start of PP 18-2019. Looks like you will have 10 pay periods before the start of the new Leave Year, so that should be 5 days of annual leave on the pay stub. Or more with extra service.
-- New regulars can request to be paid hourly up to the start of the new guarantee year. Article 9.2.A.1.o. Some how manglement often "forgets" to mention that.
-- Article 30.2.B.4. Probationary Period. A change from substitute, rural carrier associate or part-time flexible rural carrier to regular rural carrier SHALL NOT REQUIRE a new probationary period.
-- Another important item. ELM's Section 512.313. Appointees. b. Ninety-Day Qualifying Period. (1) Requirement. New employees are not credited with and may not take annual leave until they complete 90 days of continuous employment under one or more appointments without a break in service.
- EXCEPTIONS: This requirement DOES NOT APPLY to (a) skip to ..or (b) substitute rural carriers or RCA's who are in a leave-earning status and convert to a Postal Service career position without a break in service. ( should be able to use that accumulated annual leave from day one as a regular )
-- Your change in status will generate a new Form 50. ( keep all those Form 50's for future reference / proof )
-- Congratulations on making it to the "big time".
-- Time to really dig in to the contract, PO-603, and other hand books and manuals. As a regular, others will be coming to you for answers ( including manglement ).
