Only scan 5 pickups because there's new postal software?

Our PM told us right before mail count began that we are to scan only 5 parcels (regardless of whether there is a pickup sheet) because when just a few parcels are scanned, there is <span style="text-decoration: underline;color: #000000"><span>new postal software</span></span> that automatically picks up the rest of the click-n-ship labels that are put into the customer's computer the same day. And then all the other labels are automatically entered as being "accepted".  PM said this came down from a district memo. I showed the PM all the relevant information from the NRLCA web site about scanning all the parcels if the customer has been expecting this service all along, but PM said this is new. 

Anybody heard of such a thing?

Scan them all unless you have a large pickup that comes with a sheet to scan which includes all of the parcels on a manifest.

IndyRR, Your Pm is right! This is new, and directly from upper management in Washington DC., who are not only worried about the industrial study ,but also this count that is showing that we have been being cheated by them for the last 3 years.  I have never heard that lie before, it is brand new, and not used by anyone before today, therefore your Pm is right in saying "This is NEW". Please note that he did not say this is" truthful, correct, accurate, nor even agreed upon", just "This is new".

Our PM notified us on the scan only 5 parcels (with the exception of return parcel service--those are all scanned) a couple weeks before count. Carriers told their shippers and the shippers went nuts blowing up the phone. Apparently, they backtracked on it, yet didn't tell the office-- we had to hear it through the grapevine. They were also trying to remove unloading time (dispatch) for those carriers who picked up hundreds of packages a day at the dock.
