Order of Consideration for Package Delivery

Does anybody know what the criteria is for scheduling RCAs for package delivery?  </blockquote>
Follow the matrix first for route coverage. Mgmt can choose any method for parcel runners as this is not covered in the contract. Our mgmt tries to go by seniority of subs that would be off as long as it doesn't put that sub over 6 days straight working. Mgmt can limit them to under 40 hours & skip them if they are scheduled for maximum hours later in the week, too.

Seems the default in my office is whoever is on the Aux Rt... I guess because they're already there, they get most all of the "hey you" running hours and mileage... not really fair and equitable... but as they like to say... it is, what it is...  <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />

I was going to post this same question about parcel help and the no-overtime period.  As the senior sub in our office, I want to make sure that I'm getting the hours I'm entitled to while not taking hours from the other subs.

In the past, each sub has been called to run their primary (2 hours minimum).  Any route without a primary or needing less than 2 hours help, the hours are given to the sub that's already in the office working on that particular day.

All routes requiring aux. help are to be helped first by the primary rca unless there is less than 2 hours of help required. In that case, it can be any rca that will be working nearby or is knowledgeable of the route that is in the area near that route, or the most senior rca. After 40 hours of work for any one rca, management can offer work ,other than primary work, to any other rca. Primary work must be given to the primary rca until that rca has worked up to the evaluation of that primary route, often times past 40 hours.

It's done that way in our office also. The Aux route usually isn't many hours a week anyway, so I <strong>DO</strong> think it's fair.

I also agree with <strong><a class="spLink spProfilePage" title="" href="https://www.ruralmailtalk.ruralinfo.net/forum/profile/3479/">Rt2mailman</a></strong>

I just think that the Auxy getting to run the late and oversized parcels EVERY day during the holiday season seems a bit one-sided... why not offer the other subs a day, or 2, or 3 a week... many of them may be only get one other day a week... <img title="Embarassed" alt="Embarassed" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-embarassed.gif" />

Let me guess, you're the Auxy RCA in your office...  <img title="Confused" alt="Confused" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-confused.gif" />  So, sure it seems 'fair' to you...  <img title="Surprised" alt="Surprised" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-surprised.gif" />

Wrong guess... No I am not the AUX RCA.... Yet...........

So is the PTF at the top of the seniority list for parcel help if they are less then 5 days and the primary is unavailable ?

In my office, there are often late parcel that have to be retrieved by an RCA... this alone can be an hour or 2, and can involve 75 miles or so of EMA... so combine that with running the late parcels... and we're talking about some worthwhile time, and basically some easy $$$ money...  <img title="Surprised" alt="Surprised" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-surprised.gif" />

Just sayin'... that could and should be spread around some... imo...    <img title="Wink" alt="Wink" src="https://www.ruralmailtalk.ruralinfo.net/wp-content/sp-resources/forum-smileys/sf-wink.gif" />

I put this out there on another post but ..does the PTF / RCA get the parcel help work over the ARC on weekdays during the period ......Our Management is stating ARC 's first ??

I think your Mgmt. is wrong.

The MOU for using ARC's on weekdays includes this paragraph.

"Additionally, ARC's may not be used to perform package delivery service on non holiday weekdays if other rural carrier craft employees are contractually entitled to this work."

I'm pretty sure you could make a case for PTF's and RCA's being entitled to the work.

Scroll up to the top of this page and click on knowledgebase, then search ARC,  the download link will pop up and you should be able to download and print the MOU.

Not to read deep , but we feel the intent of the word " May " was they could be used if not having 4-5 routes on their strings weekly to cover over 2nd / 3rd  because the PTF was a career position. But we think those in the Union in bed with the Post Office through the years ....have changed the intent to..... management having the decision if and when the PTF could be used over 2nd / 3rd

To add to my post above, no matrix carrier may be bumped by any other carrier for more than 2 hours of work on their matrix routes. Management may work Rca's anywhere otherwise, but usually only up to 40 hours. Even if they have worked over 40, and their matrix route needs more help, they must receive the work up to the evaluation of that route.

I've <span style="text-decoration: underline">neve</span>r read that before. They can't bump you any more than 2 hours on their matrix routes?

When I said "they" can't bump an RCA from any of their matrix routes for 2 hours or more of work, I'm talking about any other RCA that is below the bumped RCA on the matrix of a particular route. Any time less than 2 hours of work is needed any RCA can do that work and no specific RCA is entitled to it. Of course any PTF carrier can be used on any route before any RCA except the primary RCA. This information is covered in the order of consideration # 1 and #2. If  RCA#1 knows of another RCA, that is below them on the matrix of a particular route and they work that route when RCA#1 was available, RCA#1 should file a grievance for the amount of hours that was missed out on.

Arcs can only work if all available Rca's are already working, except on Sunday/holidays  when they work first. At those times they can only work parcels.
