I was just notified yesterday that they plan to cut my route. They said my route is over burdened. Im a 47k but I never go over my evaluation and i never need assistance. They have not told me more information on what they are doing. They said I can write a letter but I'm not sure who I'm supposed to make it out to.

@Gotrope stated, the 47K evaluation is contractually overburdened. And that "letter" you referred to is your carrier input on the route adjustment. I suggest you give them something like this :
In accordance with Article 30.1.J of The USPS / NRLCA 2024-2027 National
Agreement, I am respectfully submitting the following comments to be considered
before any final determination is made regarding the adjustment of said route.

I request that the route which I serve as well as all other route(s) affected by this
adjustment be measured with an official certified vehicle in the presence of myself
and/or the appropriate NRLCA Representative.
I request that all edit books, route maps, route books, line of travel , etc. be returned
to this office before the adjustment is implemented. I request all casing equipment
be in place with current labels reflecting the adjustment . I request that DPS letter
mail ,on the effective date of the adjustment, match the edit book as well as the
line of travel.
I request that financial harm be kept to a minimum by the adjustment as I have
demonstrated the ability to keep my actual work hours at or below the 2080 hour
threshold for the previous Guarantee Period(s). Additionally, if said route is being
adjusted due to being contractually overburdened, having maintained my actual work
hours at or below the 2080 hour threshold for the previous Guarantee Period(s) not
only justifies but also substantiates my request to keep financial harm to a minimum
and , therefore, adjusting said route to the recommended but not required 52 standard
hours would not be necessary. ( Ref . M-38 Section 823.13 )
Furthermore, pursuant to the Porwick letter , your reference #CS111
:Jestes:je:2802 , if this station is projected to be impacted by automation
within three years, I request that sufficient buffer be allowed to absorb
automation impact

I request that scheme integrity be maintained in accordance with the concept of
“blocking” and squaring to help eliminate issues with the assignment of new
deliveries
I request that any transfer of territory between routes be made considering
the actual mail volume , including parcels and accountable mail, of the territory
being moved as well as the growth or lack thereof related to said transfer(s).
Whereas the Rural Route Evaluated Compensation System ( RRECS ) compiles
data collected from the previous 13 weeks of service on a given route to arrive
at the current weekly evaluation ( CWE ) as well as the adjustment factor to
determine the base hours , I request that I be made aware of the current weekly
evaluation of said route and that be considered as a factor during the adjustment.

I request that all information be sent to operations for approval ; all route
maps, line of travel , and edit book information be in place 4 to 6 weeks in
advance of the implementation date to provide mailers sufficient time to
update their mailing lists both nationally and locally.
I request that the clerks in the ________ facility be properly scheme trained
and perform the breakdown of carrier route directs if the mailers have not
substantially corrected their mailings.
I request that all information relevant and pertinent in this adjustment be made
available to include a map showing the delivery territory of all routes in the
_________ Post Office ; PS Form 4012, and the individual route adjustment
sheets , Form(s) 500.
I respectfully request a written response to the specific recommendations I have
submitted with this document.
