Package pickup request with no pieces to pickup

Looking for advice. Im a rural carrier with 21 years in. 47k personal vehicle. My route has roughly 50 businesses. I feel it is often tough explaining to these places how we operate and what I can and cannot do. There is one business in particular that has been engaging in harassing behavior for the last year. I have had a dog bite at this location and have a warning in place. It took me a year to get them to move the mailbox to a safe location. Their employees call me lazy, speak ill of me when my back is turned, comments like “why dont you just do your job”. And other derogatory remarks. Everyday they put in a package request that says 5 packages weighing 5 lbs. 4 out of 5 days a week they have NOTHING to pickup. Some weeks nothing at all. My supervisor has ignored the problem and doesnt see an issue. My union stewart says I need to force management to give them a daily dismount. The postmaster has spoken to them about this but they will not stop putting in request. They have no respect for me or the postmaster. I dont feel like I should have to go into this business anymore and be subjected to this abuse or the false/improper pickup request. At the same time I love my job and wish to continue working and providing for my family with USPS. What should i do about this fake package request? Has anyone ever ran into an issue like this? Im feeling very discouraged. I try to treat everyone with respect and do my job fast and efficiently; but this one business is ruining my day to day. Any uplifting comments are appreciated

When are they adjusting your route?
If you remove some territory maybe you can get rid of this delivery with the territory that is removed.
Maybe another Carrier wont have the same issues with this stop. In the mean time
Does the PM know they have the power to suspend delivery for immediate threats?
Are they engaging in rude, harrassing or threatening comments to our face when you go in for the parcel pickups?

Delivery service may be suspended when there is an immediate threat
(including, but not limited to, threats due to loose animals) to the delivery
employee, mail security, or postal property. Suspension...
I have never dealt with them before on anything in all my time on this job. Never needed to. Most carriers I know that have dealt with them fear them. We dont think of the inspection service as protecting us, rather just making sure the mail itself is safe. I wondering Would they really help or just complicate the problem?

limited to an area necessary to avoid the immediate threat. Postmasters
should request corrective action from responsible parties and restore normal
service as soon as appropriate.
 
Solution
The mail count just ended and they will have our numbers at the end of the month, so adjustments if needed would come after. Normally I like to hold on to territory if possible but in this case I would be glad to give away this section of my route and let a fresh carrier deal with them.

Mental health safety
Anything like persons making insults towards you while working is a harm to your mental health, and may I add a hazardous work environment where someone may get injured (you break their jaw, or maybe that’s just me)
TBH I’d just not even go in there anymore and if anything is said have a doctors note ready to present stating how it’s harmful to your health. Tell the business play stupid games win the stupid prizes.
 
Here is a bit of info ;

  • What you should know
    Packages must be ready for shipment before your carrier arrives. Requests must be made by 2 a.m. CT on the day you’ve requested free package pickup. Maximum weight per package is 70 pounds. There is no limit to the number of packages that can be picked up. Proper postage must be applied.
  • Mailpieces weighing more than 13 ounces bearing only postage stamps as postage must be taken by the customer to an employee at the retail counter of a Post Office, Contract Postal Unit, or Approved Shipper location

The customer really should be cancelling the request especially since they are a frequent offender of the "no parcels" . Yes, a customer can / may have more or even less than the amount listed on the request. It sounds like they have a "standing order request" or something like that. The bottom line is that the customer is supposed to have the items ready.
