Partial annual day?

Quick question, i've had a .87 of a day of annual that transferred over from my being an RCA several years ago, is there any actual way to use it or otherwise even it out?

No, or at at least I never figured out how to.

I had the same thing when I went regular.

Over the years when your number of leave days change it may or may not create some additional fractions of a day also. There is no way to use it but when you retire you will be paid out for the portion of a day as a full day of leave.
