Please explain what salary and guaranteed salary means on 4241A

Could someone explain what the difference is listed on the bottom of the 4241A ? Salary and Guaranteed Salary

Salary is what your making (say 45 hours) which includes those 5 hours ot…
guarenteed salary is just 40 hours pay.
(at least that’s how I see it)

The salary is the amount paid based upon the evaluation at your attained step / grade on the particular pay table you are on. The Guarantee Salary is "set" at 40 hours at attained step / grade upon which table you are on.
