PM changing time on our timesheets

PM doesn’t want RCAs hitting overtime so she fills in our time sheets when we run routes.  My actual time for week 1 would have been 55 hrs last check but pm miscalculated and put me in at 41 hrs so I didn’t get the evaluated rt time.  It cost me over $100 the way she did it but if she hadn’t manipulated my time sheet, my overtime alone would have been over $500.  She says that’s why she tries to keep us under 40, so it won’t “hurt” us.  If I complain, she will take me down to minimum work.  Caught between a rock and a hard place.  Need the money.  What should I do.  This has been going on for years.

File a grievance! If it’s happening to more than 2 people, that makes it a class action. Contact your Steward immediately as this should NOT have happened ever! They are violating Labor Laws by not paying you for the work you are doing.
Mgmt does NOT have the right to alter our actual work hours to stay under their budget.
If mgmt wants you to work 40 hours or less & aren’t willing to pay the overtime, let mgmt know when your almost at 40 hrs & that you can’t work the rest of your schedule since you can’t work “off the clock”. That’ll make the next 2 months a lot more difficult for them for sure.
Mgmt cannot make threats to our jobs in order to keep carriers from filing grievances, either. That’s another grievance.
If there is no Shop Steward in your office then become one if you are a Union Member. Otherwise, contact your ADR or DR every time you have a question on mgmts orders or rules.

" If I complain, she will take me down to minimum work."

??? Please explain how that will happen. If there is work to be done and you are entitled to it (such as following matrix), how will you be going down to "minimum work"?

I find this story hard to believe. Why wouldn't she at least have put you in at 40?

Unfortunately, she is vindictive and I can’t afford to be dropped to 1 day a week on my assigned route.  She has done that before to others.  Our shop steward knows and agrees that if I file a grievance, it will be taken out on me.  It looks like we will have to deal with it until she’s gone ?i wish I was financially able to be a Martyr for our office but I can’t.  This is EXTREMELY stressful and wrong!

We don’t go by a matrix in our office.  She usually puts us under 40 but she has (a couple times) put us just over by not paying attention.  Sorry you think this sounds sketchy but I assure you it’s not and it’s been happening for years in my office to all the RCAs

Smalltowngirl -- "What is “ADR” and “DR”?"

-- ADR = Assistant District Representative

-- Dr = District Representative

-- They are your NRLCA representatives. They can be found on the NRLCA home page ( nrlca.org ) on the lower left hand side of the page when one scrolls down. Will need to know your ZIP Code and Area.

-- Ranking: Office Steward then ADR then DR then Director of Steward Operations at HQ.

-- Changing times on the time sheets ( 4240 ) is falsifying official documents. A year or so ago, a post master and several supervisors were fired for changing city carrier clock rings in VA ( Richmond ).

-- Basically stealing from rural carriers.

-- Need to contact your ADR asap! Ask your shop steward for contact info.

-- Even if the PM is vindictive, there are rules against retaliation. Someone will have to stand up to her and it does not sound as if it will be the shop steward.

-- The Matrix is there a purpose! Let the ADR know about it and that your shop steward probably needs replacing.

"Our shop steward knows and agrees that if I file a grievance, it will be taken out on me."

If this is true, you need to contact your the union District Representative immediately. Your steward needs to be removed.

Regarding your issues, not sure what sort of answer you're looking for--if you want to be paid for the work you are doing, you'll need to file a grievance.

I'll never understand employees who are okay with working for free . . .

Sorry, I should have been clearer: if your shop steward is encouraging you not to file a grievance because he/she believes the PM will retaliate against you, that steward needs to be removed.

You know your office politics better than any of us Monday Morning Quarterbacks, but here are some examples of what other people in your situation have done, shining the light in dark places.

On the grievance form, line 4:

Can USPS endorse the falsification of timekeeping?

Find a different job that pays you to work 55 hours if you are to chickenshnitz to grieve it.

First off, have any other RCA's shorted on pay file a grievance? Then file another for retaliation for loss of eligible hours?

You do not have to use your in house Stewy. You have the rite to seek out of house representation by contacting ADR or DR. When asked why you cite your concern with in house Stewy.

It's not that I don't trust others, but I absolutely keep track of my hours and miles. If my paycheck doesn't relate to my actual work, I would definitely raise that issue to the postmaster and grieve if necessary. I would suggest that you and anyone else who is being stolen from file a grievance. It'll be much more difficult for the pm to cut everyone's hours. Yes, it's easy to sit back and give out armchair advice, but I believe you are tired of having your time and money stolen from you.

Smalltowngirl.
Please file a grievance.
To keep it from being about you personally your Local Steward should have filed a Class Action, the PM can't short change all of you on hours.
also, trust me she knew exactly what she was doing when she scheduled you for 41 hours not under 40.
As everyone says, contact your ADR or DR, if you don't know who they are call the Director of Steward Operations and let Her know what your steward is NOT doing for you!

You must be at a small town post office! The postmaster could easily lose her job for this! Keep track of your hours carefully and then file the grievance. She wouldn’t dare retaliate, she will be too busy trying to keep her job! Call your district representative immediately! If you have records of your time sheet and hours you should be able to get back pay! Make a copy of your green card or time sheet

So you are talking about the 4240- Time sheet? The PM fills it out and forges your initials?

Not to argue with the rest of solid advice given here, BUT, the kind of LYING, THIEVING, SOB that would do that is not likely worried about a grievance, that at best would make them do a payroll adjustment to pay you back months later, if at all.

insist on filling in your own time, make copies of time sheets and green cards, and read the examples listed of how other people got results by going outside the USPS and Unions for help.
