A) national teachers unions are scum, so I see their support like saying NAMBLA supports the picket.
B) I see help wanted signs everywhere (where i am located). It's not unique to that location, their covered bargaining units positions, the usps. I do not understand how picketing outside your workplace will encourage more people to work there. Seems kind of like a turnoff personally. "Hey, wanna come work here? We need help and this places sucks to work for!"
The union could help solve the lack of workforce problem by doing promotional work to get people hired. Community events, going to high-school, things like that.
However, if the problem is solved you'll get less engagement, less PAC $, less anger to use.
Heck, my county raised the starting salary for sheriff deputies and the local city has police leave for the county jobs. City police union and mayer/board got together to renegotiate starting wage outside the contract end to solve the problem.
