pre count conference

A few years ago we started to make a written pre count list. It is up to 31 items...We go line by line with pm. 1st 3 are groundworks.

1. Bullying, intimidation, harassment and other forms and manners of interactions between individuals which is contrary to postal service rules will be asked to cease immediately and will be reported up the chain of command.

2. Once this conference is completed there will be NO attempts to institute, change, alter or abolish normal and customary procedures at this post office. (citation: 6R-4G-C09148950...5/13/2011.

3. Disputes should be resolved immediately. If a dispute arises, the management/counter must be able to cite and produce documentation from usps manuals or written procedures ( on usps letterhead, signed and dated by the appropriate level of management) which clearly support management/counter's position in the dispute. If management/counter can not produce such documentation it is deemed that the carrier's position is correct. The dispute will then be settled in the carriers favor without recourse on said date.

 

Perhaps we should start a list of items, especially ones which are unusual?

No 31 being added to our list. 

This is what I'm talking about.

No 32.....If called by management on personal cellphone ( oh say it ain't so). Time starts when you hear phone, continues as you drive along to find a safe spot to get off the road, and, after you hang up, include the time to set your phone down, and the time waiting to get back in traffic and back up to driving speed...Every second counts.

klutz -- #33 -- Can we ask to see the counters' credentials or proof of actually attending ( and graduating ) from a count school / class?

--  If every route is to be counted, a lot of counters will be needed.

What happens if the following occurs....

Carriers and management can not agree on items which come up in precount conference.   management digs in their heals and flat out says no on an important item...

What's our recourse?

--  Like everything else, document, document, and document.  For those taking notes during the precount conference, detail the discussion.

--  If the important item is a mail piece, ask permission to make a copy of the item.  A bulk-rate "no not bend" comes to mind.

--  Have the Assistant District Representative and/or District Representative on speed-dial.

--  Politely ask for manglement's reference for their "no" response.

Ask during your precount. I'm requesting that they be considered & paid as "Alerts" if not paid as 8127 time. Thankfully we never set those up but our district & mgmt tend to send out 1-3 scanner texts per day.
