PTF Forced Fed

So lots of questions...

Can primary leave replacements get bumped out of "K" routes to make way for the new PTF ?

Is there minimum hours or just min 2 ..max 5 K routes ?

How can they use the 95-99 contract to create this position , but yet it says the creation is for vacant K routes, which we have none.

All stems from the district not adjusting routes on going , now carriers last year went big over the top on OT and some mastermind read a part of a 95-99 contract and got a bright idea . Instead of doing their job. All the K and J routes covered but because the last 5 aren't , we are short.

Union says no credible evidence to file a grievance , even though the language clearly states "only" vacant K routes and 2003 Step 3 decision clearly says reasonable efforts are to be made to hire leave replacements...and they have not.  upside down banner on the fence out front and ....oh nothing else !! 90% of the subs , the 4 regulars are on board to sign the grievance...but im told it wont go through. Why cause its not a slam dunk, don't want to waste our dues . Rather send us every month the travel scrap book ...much better use of our money. How about be proactive instead of waiting for the post office to do something and then grieve  it later.

DOES THIS UNION PUT UP A FIGHT FOR ANYTHING ANYMORE ??

Aux01 -- "THIS UNION PUT UP A FIGHT FOR ANYTHING ANYMORE ??"

--  The NRLCA certainly does put up a fight -- to continue hold annual conventions!   The other unions seem okay with every two years.

--  A minimum of 2 "K" routes is needed for the creation of a PTF position.   Minimum hours is not a factor.

--  What is break down of your office's route:  # of H, J, and K routes.   How many of each have a sub?

--  Is your office a Formula Office?  If not, is it being considered?

--  How many carriers have signed up for the RDWL?

--  If the office steward or Assistant District Representative said "no credible evidence to file a grievance", take it to the District Steward   ( used to be called the State Steward ).  Show a picture of the "hiring sign" to support your position that the post office has made little to no effort in hiring.

"Can primary leave replacements get bumped out of “K” routes to make way for the new PTF ?"

--  Step 4 ( R-9 ) seems to address that situation.

Q -- what happens to a PTF rural carrier if their primary assignments become J or H routes and the remaining K routes already have leave replacements.

A -- to establish a PTF assignment or to post a PTF vacancy, there must be at least two K routes available to assign to the PTF.   Therefore, in the situation cited above, management may reassign a substitute, RCA, or RCR to a primary assignment on a J or H route ( therefore allowing the assignment of a K route  to the PTF ) and/or adjust a former K route(s) back to a K classification in accordance with applicable regulations.

"2003 Step 3 decision clearly says reasonable efforts are to be made to hire leave replacements"

--  Don't know if that Step 4 actually spelled out ways that manglement had to promote hiring, but there once was a list of suggestions in hiring.   If that is the one, can you document that manglement has not used any of the suggestions?

--  Good luck.

The office has :

15 routes

9 RCA's

7 ..K Routes ( All have Primary Coverage )

3 ..J Routes  ( All have Primary Coverage )

1 .. Aux Route ( 6 Day )

Technically Short 5 subs , but im hearing district wont let them hire anymore, we are maxed they said

1 .. ARC possibly wanted to join the ranks

one K route over the 57 hr mark , no adjustments have been made ...Yet , but they have been submitted for almost 2 yrs

I read no bumping allowed , but im told it can happen. I read the 95-99 said it was for Only K routes with vacant primary, we have none. One of the K routes doesn't have an LLV that would be part of the PTF , can they be made to get one. This route contributed to the OT last xmas because the vehicle the regular has wasn't big enough . Its not big enough for this time of year often .
