Is there a long contractual answer, because I have been told rather explicitly the opposite?
Non-pay benefits earned by a PTF cost basically a fixed amount, whether they work or don't, therefore management philosophy should generally prefer to work a PTF over an RCA. And, often the PTF is probably more experienced, perhaps significantly, so accuracy and efficiency will probably be better with them than with a green RCA; mileage varies. </blockquote>
No long contractual answer that I'm aware of. So far as I know, this has not been contested. That one little word "may" gives mgmt the power to do as they please on this subject. There is no winnable grievance here. Plus, who's to say the PTF would be better suited on the route? It's very possible that the PTF may have never ran the route themselves. Usually the Secondary or Tertiary has delivered it a few times since they likely have chosen the route for their matrix.
