PTF / Process / Formula Question

So our PTF position was railroaded thru. Allegedly we went formula in January ..just found out in July... Relief days were supposed to be changed...route adjustments long over due were changing. At that time NO "K" routes were vacant but rumor had it 4 K routes were going to get bumped. 6 months later A route increased and became a K route. A sub was leaving and a leave replacement vacancy on another K route happened. less than 7 days both those things happened...All of a sudden , PTF posting comes up posted less than 7 days after that.

There was no offering by management to subs in the office for the K route vacancy or the newly created K route. No attempt to hire subs....hence the railroad job . I think the union was in on it . They said no grievance applies , but clearly its stated in the contract the process for leave vacancy and effort by management to hire subs. Instead they only put 2 K routes on the PTF. In our State letter comments by our State District Representative ......By the time you read this all of the PTF will be filled etc etc....This newsletter was out in the middle of the posting....... Am I wrong or is there something rotten in Denmark ( ie Union ) ?????

Please fill in the blanks. Not sure of your point or what your desired outcome is. As an RCA, did you not meet time requirements for PTF position? Don't you want a PTF position? Is this a matrix issue? Please explain your dismay about all of this.

No PTF is not desired...Nor were rules followed. We all in the office are covering the routes just fine and making decent hours.....The PTF is losing guaranteed hours , 6 days to 2 days........The PO just needs to continue hiring. WE became a Formula Office in January but never found out till July........There were no vacant K routes until route adjustment bumped one up to a K and a K route was just vacated in July. Both routes vacated in the same week , in less than 7 days a PTF posting was up. Subs in the office had no chance to switch because none were asked. A lot are new so had no idea they could switch. Nor were the K routes allowed to request a sub and have the 120 reasonable effort afforded them. Union rep and DR said nothing to grieve and Article 30.2.E didn't mean what it says ......that Management offers at the time of initial vacancy or significant change leave replacements opportunity to change primaries...... The interpretation is different according to Union peeps what it actually says. Union was in the tank for this PTF position no matter what the contract says. They did not act in good faith we believe.  Normally they follow the money , but I cant figure out what the reward is here ....Fame , resume ...bonus anywhere ? ......Anyone offer any thing?

You need to read R-95 "Implementation Guidelines for relief day and PTF Rural Carrier Provisions ". Once you become a formula office it is almost impossible to get rid of it. If these provisions weren't followed, the affected regulars have a grievance. If the union stewards won't represent them in their grievance, they have a labor board issue. Rca's aren't required to be notified, but the regulars and the district reps. are, and in writing, because the junior regulars are the ones that have to choose different days off. Rca's find out when they are told about a job bid opening, or a notified regular or nice manager tells them.

Typically a PTF position is desired by the lead RCA of an office (I'm guessing you aren't the lead RCA) because it is a career position with benefits. I'm surprised that this was offered for only 2 days a week, usually it is 4 or 5 days a week, which means the USPS is not getting full "bang for their buck" in paying out those benefits. As an RCA you may have a grievance only for the improper effects "mis-management" has had on you. If you are an RCA, that is only receiving fewer hours due to this change, you don't have a grievance, because you are only guaranteed 1 day a week. I may be incorrect in the assumptions I've made here, so let me know what "your" grievance statement (complaint) sentence would say?

How many K routes are in the office?

Our office would die for the coverage your office has. Almost one for one. I would think the PTF position with full benefits was desired by the longest term non-probationary RCA but, that apparently wasn't you. It seems unusual that a PTF position was offered since it doesn't seem that 7 RCA's for 8 routes should lead to 120 day letters. Granted, a route didn't have a primary, but certainly could be covered through a secondary.

Do you have a new posted matrix? If not, file the grievance. Was the PTF position posted and bid on according to contract. If not, you have a grievance. Was the vacant K route bid on or filled by the new PTF? How is it being covered?

I'm still highly confused as to how routes are being filled or covered based on what you have posted.

A couple questions. What were the route ( number and classification) and RCA totals in January? Are you sure none of the regulars filed a 120 day letter?

best of my knowledge there was only 1 open K route, and the PO maybe made 1 attempt since January to hire in our office. Nobody filed a 120 day because there wasn't an issue the routes were covered thru RCA off of a odd week J route or OT list on a regular route.
