PTF Question

We have 5 PTF strings with 4 routes in each string. When the top PTF gets a full time route, can any of the other 4 PTF carriers bid for the open string? Assuming district reactivates that string that became vacant, some are saying it goes to the next RCA's that bid. I would think it gets put up again by district and any current PTF'S and most senior RCA can bid. Some say PTF'S cannot bid for other strings. Thanks.

Manglement decides which routes get assigned to ptfs. Ptfs don't bid on them.

When the next ptf goes regular manglement can eliminate that ptf position entirely.

When these 5 strings were recently created, district put them up for bid on Lite Blue. We were given our choice of which string by seniority after the bids were won. Assuming the same string with the same routes go up, can a current PTF bid for an open string?

mogs -- [ a PTF goes regular, leaving a string of 4 K-routes. What happens next? ]

-- To add to "Deer smearer" posting, too many unknowns right now.

- Will manglement keep the string of 4 route intact? It would be a PTF position / assignment and any substitute rural carrier and RCA's who have completed their probationary period to bid on it. Now comes the interesting part: Article 30.2.A.3 specifically mentions "substitute rural carriers" and "RCA's" having completed their probationary period. Step 4's ( R-95 ) and ( P-115 ) say the same. No mention of exiting PTF personnel. PTF is a "career" position while the other two are not. Is a PTF just an RCA on steroids and eligible to bid? Anyone?

- Used to be PTF positions were offered first at the local office and then went District-wide if no one bid.

- As manglement does the assigning of routes on the strings, manglement could shift routes around on all of the PTF positions.

- Any new RCA's hired? That could change the need for a 4th PTF position.

Here’s a fly in your ointment... when a Primary Leave Replacement position is vacated, that Primary position is to be offered to the RCAs by Seniority. If no “takers”, then mgmt CAN place the “unassigned primary” on a current PTF string, Leave it vacant until an RCA is hired, or place it on a new PTF position.
When a PTF position is vacated, mgmt is instructed to request through District to create ANOTHER PTF position IF MGMT CHOOSES to. It is not automatic & only open to RCAs that are past their Probationary Period in the office or APO/RMPO. The routes are not always decided until after bidding is complete. PTFs cannot move laterally in the same office but CAN bid on a District-wide PTF bidding as well as any Regular Route in Local or District bidding.
