PTF Rural Carriers: Is this a good thing for a smaller office...?

I Deliver

New member
I have to say I am a bit concerned that we can't seem to find RCA's ! When I started back in the late 1990's - we were competing with scores to be listed on the rosters for hiring. Now after my sub of 10 years plus has been given his own route, it appears no one is interested in the RCA jobs. This whole PTF carrier situation seems a bit of a risk. My understanding is once one of our RCA's is promoted to PTF carrier, we do not get to hire anymore subs in our office. That leaves us with 4 routes, 1 PTF carrier, and one other sub who wants to take the aux route 6 and 0. Now what?

I Deliver -- " it appears no one is interested in the RCA jobs. "

--  Can't really blame them for the lack of interest.  Potential hirees probably have talk with current RCA's.

--  A few hoops to jump through.

--  Lack of subs -- check!

--  Have all regulars with out subs submitted the 120-Day notice to acquire a sub?

--  For a PTF position to be created, there has to be at least two K-routes for the potential PTF to serve ( that sub may be serving one of the K-routes presently ) and the routes will have to have different relief days.  PTF''s can be assigned up to 5 K-routes, which of course, will necessitate each having a different relief day.

--  Is the AUX included in the 4 routes in the office?

--  The creation of a PTF position does not stop manglement from hiring additional RCA(s) if there is one ( or more ) routes in the office without a sub. Even an H-route can have an assigned sub.   PTF's are only assigned to K-routes.  So if your office has a J-route or an H-route without a sub, manglement better continue the advertising / hiring process.

--  Thanks to the 2015-2018 contract, an AUX carrier ( even 6 / 0 ) can be utilized just about anywhere AFTER COMPETING the AUX route.

I sure hope that "manglement" will continue to try to hire additional subs...and may i say I like that moniker: Manglement!

As long as there are routes without primary subs, your office should still be hiring. The PTF position does take up multiple Primary positions in the office so if mgmt gives all available routes (2-5), then there obviously isn't any available. The PTF will be the next to go Regular & once they do, mgmt must request another PTF position if they still qualify.

I deliver mentioned small office. So guessing in APO RMPO umbrella.

Just basing this question on the guidelines of the MATRIX.....If it's an APO/RMPO that is short of RCA'S can't they create a PTF position and scurry them off to these other offices to meet the 2+K route guidelines?

Each office has their own PTF position. The position is just for 1 office as assigned & cannot be split. Each PTF position must be approved by District & which office gets one (or however many) is up to district. It's not unusual for a PM to ask for i.e. 3 for the APO & 2 for the RMPO to only be told by district that you only get 1 position for each office.

You state that the PM has to ask for a certain number of PTF's.

Ok a carrier submits a 120 day letter, no one is hired (shocker), carrier files a grievance due to the 120 letter being ignored & no one is hired, or whatever the case maybe.

Since PM person most likely did nothing to hire anyone, how can carriers expect PM to ask for PTF position ??  Who is going to force the PM to do anything, "district", the mob, ???

The Union. You file a grievance after the 120 days is up. Your Steward will request proof that everything possible is being done to hire a sub. If mgmt isn't trying, forcing that could be in the settlement. If everything is being done & not a Formula office, then that change & create a PTF if 2 or more routes w/o subs. The Union could possibly settle on trying with the new parameters (Formula) & a time limit. If already Formula, then it forces Mgmt to create a PTF with 2 Ks.

The risk of all this in an already-Formula office is that you could lose one or more subs already there as somebody's hours will likely be cut. It may be a senior sub that's working 4-6 days and now must move to less days as a PTF to go Regular later OR the junior subs will lose their Secondary and/or Tertiary routes & now working 1-2 days instead of 3 or more.

120 days after requesting a sub is when the grievance should be filed.

At that point manglement is then required to create the PTF position. At 120 days it's pat the point of trying, or proving they tried.

That's what I said. Once a grievance is filed, it's on mgmt to show proof that they did do all they could do. That is done through the information request process by the Steward. There are many remedies that can be sought after depending on the outcome of the discovery process. Still... if the office is not a Formula office, that in itself is a remedy if that is what is holding up the hiring process. Not being Formula keeps the office from having a PTF.
