PTF Seniority

I have an issue that I've just now (after being a PTF for 10 months) run in to..

When I was initially hired as an RCA four years ago, I was hired with three other people. I had the top score on the test so I was placed at the top of the four of us on the seniority list. We all became PTF at the same time (4 routes opened at the same time), and seniority stayed the same.. I was at the top.

Now, 10 months later, a woman who I've been above my entire postal career just dropped me down a spot based on the fact that she was a CCA (yes CCA.. Completey different craft) in a different office (yes, completely different office) for 2 months (not even past her probation period).. 7 years ago. Apparently once you become a PTF then "all former postal experience must be taken in to account". So they decided it would be all fair and good to put her above me.

Is this actually a thing? Or am I being screwed over? Because I really feel like I'm being screwed over. I'd love an outside opinion..!

basketboy -- [ seniority of PTF's who were appointed on the same date ]

-- Article 12.2.B.2 -- When two ( 2 ) or more part-time flexible rural carriers are appointed on the same date, a tie shall be broken by applying the following ( 6 tie breaker ) factors. In each instance, continuous service shall be considered before non-continuous service.

-- e. Length of TOTAL PRIOR postal service -- her being a CCA for 2 months might be what has caused your "demotion". If she left the postal service at the end of those 2 months, and got hired as an RCA, that "non-continuous service" may play a factor ( against her ). ( JMHO as an "outsider" )

-- But certainly look at ALL 6 of the factors.

-- Have you contacted you Assistant District Representative regarding this situation?

Thank you to everyone for your replies!

PastOThirty - I'm sorry you've had to go through this as well.. Really takes the wind out of my sails for sure.

Morty - I'm in the process, just submitted all the paperwork today. (y)

btdtret - Thank you for that info! So if I'm understanding it correctly, since we were both hired as RCA's on the same date and became PTF at the same time, they negate the test score that was putting me above the group and now are going to "total prior postal service" as the tie breaker? That's extremely frustrating, but at least I see some actual contract basis for it. I have contacted a union rep in regards to it, he was pretty passive about it and told me he couldn't talk about any particulars until I file a grievance so he could actually look in to all the factors.

I really appreciate everyone's help!

The only recommendation given is to ensure that in the future all PTF positions are posted separately in office even if a day apart.

That’s a nice thought but since PTF is a career bidding, it falls under the same rules as route bidding. All online bidding starts on a Saturday & comes down 10 days later on Monday. No new postings can start while another is currently bidding. That last part has been a hassle to “transfer carriers” as they have to wait for all offices to be clear of route/PTF biddings at the same time for their route to go to bid.
