PTF trumps senior regular carrier RDWL?

A ptf now scheduled on my k day. Am on the RDWL and a regular carrier under me is also on the RDWL. If a route comes open
, will the PTF then be moved open
and bring me in for the OT or would they just call in the other Regular carrier who I have seniority over to cover the her route?.
According to local steward, the junior carrier would get the ot over me, the ptf is only to do my route on my k day.

Primary, Secondary, Tertiary, other Leave Replacements, RDWL or split on occasion, any qualified employee, etc.

PTF can be worked over any 2nd or 3rd and will be used before RDWL. Mgmt can also borrow a sub from another office before the RDWL if the so choose.

When your turn comes around on rotation & mgmt does utilize the RDWL, the sub serving that carrier’s route is moved to where needed.
