PTF ?

2 K routes, both have no sub of record (shocking), Mon relief day & Sat relief day

2 aux routes, both 6/0, no subs of course.

Union person is trying to get a PTF postion created (union person seems to be doing a good job)

If one of the aux route requests either Mon or Sat off, does the PTf person cover the aux route  or does that person have to cover the K-route relief day ?

Any other input on this situation would be appreciated.

Howah44 -- "If one of the aux route requests either Mon or Sat off, does the PTf person cover the aux route  or does that person have to cover the K-route relief day ?"

--  Without knowing the evaluated hours of the K-routes and the AUX routes, try the following:

--  The PTF covers the routes assigned to him / her.  Have manglement "suit up" or hopefully manglement has contacts in other offices.

--  Page 49 ( of the 88-page contract ):  When the leave replacement assigned to serve the auxiliary route is unavailable, the Employer may require a part-time flexible rural carrier to serve the route or the assignment shall be offered to other substitutes, rural carrier associates, and rural carrier relief employees in the office in the order of the longest period of continuous service in that office, without regard to classification.   If there are none available, the Employer shall select another qualified person to serve the auxiliary route.

--  One possible fly in the ointment, if the combined evaluated hours of a K-route and AUX route are 12 hours or less, manglement could have the PTF do both routes.  Step 4 ( R-96 ).

The evaluated hours of both K-routes and aux routes combined is over 12 hrs.

So from what you stated above, the K routes have use of the PTF over the needs of the aux routes on relief days.

There are not leave replacements assigned to either aux routes.

The PTF's "string" comes first. K-days typically trump Leave from the other string-routes. Mgmt would use one Auxiliary sub to cover the other Aux sub's Leave. Good luck to getting a PTF position with only 2 K-routes. Have they both submitted 120-day letters & has mgmt exhausted ALL avenues of hiring without success? A PTF position would go to the highest bidding sub. This would mean one of your Aux subs would be forced to take a pay cut with less hours by moving to the PTF position. Whenever a PTF position exists in an office, they will have 1st dibs on the next vacant route & can't decline the position. They are also ONLY guaranteed the evaluation of the "String".

Only one of the K-routes (myself) has submitted the 120 day letter.

Mgt has done nothing to hire anyone & the union knows it.

Based on the aux routes & the people involved,  I think neither of them would take the PTF position.  I would rather we have a ptf hired so we have another body.

Our mgt loser does not even make an attempt to hire anyone !

I dont even think this person knows the steps to at least make a half assed attempt to hire anyone.

This person gets his/her time off so its not that persons problem.

Howah44- mgmt cannot simply "hire" a PTF. Only RCAs that are past their probationary period are eligible for a PTF position. See Article 30.2.A. The position bids just like a Vacant route does. Any qualified sub in your office that does not take a PTF obviously doesn't want to be a Reg Carrier.A PTF trumps any RCA for a Reg position.
