RC goes on leave, does the route go up for bid?

Is the route supposed to be posted when a regular goes out on medical leave? It’s been almost 2 years. One of the subs ahead of me was given the route, it never was posted. Can I file a grievance?

Bump. Just approved new user.

Define "given".

Regulars have up to 2 years to "come back". Primary RCA will be "holding down" until regular returns, retires or goes out on disability.

My Apologies, I didn’t mean to say “given”. I meant that the hold just automatically went to her. I wasn’t sure how it works. I’ve been told different things so I was just curious about what happens when a route becomes available for a hold down. So when it’s two years, then they have to post the job, and the subs can bid for it? Is this what you’re saying?

number 1 name on matrix for the route? that is the sub of record.. hold down is a city term.. senority would not come into play if the route has a sub of record..

Tis cool - just wanted to know what you meant...PM favoritism, RCA entitlement or actual following of contract.

I put "hold down" in quotes precisely for the reason which @stillfirstclass stated. The sub of record is who gets the pleasure of running the route whilst regular is out, be it for a day or a year.

Once the regular dies, resigns, retires or goes out on permanent disability and is off the rolls, the route gets posted. If you go over to the knowledgebase, you can do a search on route posting and also route bidding. Print out and keep around. Important stuff to know. Good luck in the future!

If there is no sub of record, (Primary RCA) and the route will be vacant for more than 90 days the route should be offered by seniority to all RCA's This is done so that after RCA has been assigned and working on that route daily for those 90 days they will be converted to a 74 (RCA covering a vacate route) and will be eligible to start earning leave time.

We have no matrix in our office. I’ve been there for 3 years and have asked about the matrix and PM said it’s not necessary to have one. There are two subs ahead of me, one got an aux route and the other has been covering the open route. So when two years hits, the senior on the aux route will get the open route and the sub beneath him will get the aux route? I’be just been told many different things in my office so I just wanted to get better clarification on this. Thank you!

No, nobody just gets the route!
It goes up for bid to all eligible Regular Carriers as well as eligible RCA's will have the right to bid on it. Regular Carriers that are already assigned a route will have the option to change routes if they choose and so on and so forth. Which will leave the residual route available for the most senior correctly bidding RCA. The only time that a residual route will not go up for bid is if there is an PTF. That is when the senior PTF will be awarded the route. Now I'm sure that I have totally confused you!

There has been talk about PTF positions possibly opening up but I think we have too many RCA’s for that to happen. I didn’t even think about the regulars biding, thank you for letting me know that though!

When any route goes up for bid, you BID no matter where you are on the list! In my office one young man just got a regular route because the guy ahead of him didn’t bid correctly! ALWAYS BID!!

something to keep in mind, a regular that has been working for a long time, may have 1 1/2- 2 years of sick leave to use, along with 10-11 weeks of vacation. they also may earn 13 days of sick leave and 26 days of vacation leave, per year, while using previously earned leave. if they come back and work one day, they then can be out another 2 years.

as per MOU 6
"is unable to perform all the duties of his or her assigned rural
route for a period of two years, or has submitted medical certification
that he or she will be unable to perform all the duties of
the assigned rural route for a period of two years, the employee
must relinquish his or her route and such route will be posted
for bid in accordance with Article 12.3. The Employer may
choose not to have the regular carrier relinquish the route, if the
Employer determines, after review of the medical documentation,
that the carrier, with reasonable assistance, is able to case
and deliver his or her entire route. If after providing such assistance,
the Employer subsequently chooses to no longer provide
the assistance to the carrier and the carrier is unable to
perform all the duties of his or her assigned rural route, the
carrier must relinquish his or her route. The Employer’s decision
to have the carrier relinquish or not relinquish his/her route
is not a grievable matter under the National Agreement."

Read MOU 6 at end of National Agreement.
it leaves it up to management to decide if they will post the route after 2 years or not.
