RCA Quitting/Not Quitting

1 RCA ahead of me, they put their 2 weeks notice in 2 weeks ago, which puts me next to go regular. However PM never turns in paperwork to get them off the books in case they change their mind and come back. Happened last year, older 70 yr old RCA quit, worked another job for 4-5 months, didnt like it, came back.
Basically theyre holding his spot, ive heard he might have changed his mind and might be available once a month or less, who knows at this point. Anything i can do?? I get along well with this RCA, dont wanna backstab him but at the same time doesnt seem fair. Anyone? Any info?

Refuse to work and hope for a disparaging treatment grievance to expose the senior rca?

If you're good with the rca, get a signed copy of the resignation letter (blackmail)

Get the matrix redone.

Contact your Union Rep! Mgmt cannot “hold their spot” except for military deployment. Their Primary must be bid to the RCAs ASAP & if no takers, it’s an unassigned route & goes to the “register” for possible new hires.

We had a PM years ago who wouldn't cut a form 50 when someone quit so that district would believe we had a full compliment of subs. Would have never know but for the hard work of the state steward.
(Found that out the year I filed 28 grievances, mainly because I had no sub and worked a 48k, twelve days a pay period. I was only granted 4 days off all year. That PM refused my written request for a route cut.

-- Drag the Assistant District Representative into this one.

-- If the wayward RCA is allowed to return and bid [ successfully ] on a route, have the ADR request the work schedules and 4240's which will show the RCA has not been in the office for some period of time. Would that constitute a "break in service?" Anyone??

-- 4240's are official documents, if manglement can not produce them, have the ADR ask "Why?"

-- Have the ADR ask manglement where has the RCA been? Has he been declared AWOL? If not, why not!

-- And why wasn't the 2-week's notice handled in a timely manner.

-- Tell the wayward RCA to look into the ARC position if he only wants to work a day a month.

Get a copy of them now before all of this starts. Have a cell phone with a camera? Use it.
